Mayor Harris closed the public hearing. Motion made by Alderman Lintz to amend Bill No. 6908 with the map designated Option E appended as Exhibit A. Aldermen Berkowitz seconded. The motion passed unanimously on a voice vote. Alderman Lintz introduced Bill No. 6908, an ordinance (amended to include Exhibit A), to accept the proposed boundary adjustment, Option E, as recommended by the Redistricting Commission to be read for the first time by title only. Alderman Berkowitz seconded. City Attorney O’Keefe reads Bill No. 6908, first reading, an Ordinance Adopting New Ward Boundaries for the City of Clayton, Missouri, and Providing for an Effective Date for Same by title only. The motion passed unanimously on a voice vote. Motion made by Alderman Lintz that the Board give unanimous consent to consideration for adoption of Bill No. 6908 on the day of its introduction. Ben Parembo, owner, was in attendance to answer questions. Mayor Harris closed the public hearing. Motion made by Alderman Lintz to approve Resolution No. 2022-19, granting the transfer of the Conditional Use Permit for 7610 Wydown Boulevard, Bar Moro. Alderman Berkowitz seconded. The motion passed unanimously on a voice vote. A MOTION TO CONSIDER A LIQUOR LICENSE FOR BAR MORO, LLC AT 7610 WYDOWN BOULEVARD
City Manager Gipson reported that Bar Moro, LLC is requesting a liquor license to sell all kinds of intoxicating liquor at retail by the drink, except Sundays, at 7610 Wydown Boulevard. Motion made by Alderman Lintz to approve a liquor license for Bar Moro located at 7610 Wydown Boulevard. Alderman Berkowitz seconded. The motion passed unanimously on a voice vote. PUBLIC HEARING AND A RESOLUTION TO ACCEPT THE REPORT AND RECOMMENDATION OF THE 2022 REDISTRICTING COMMISSION
Public hearing remains open from the August 23, 2022 Board of Aldermen meeting. City Manager Gipson reported that this is a resolution to consider approving the recommendation from the Redistricting Commission regarding redistricting the City’s Ward boundaries. During the meeting on August 23, 2022, the Board of Aldermen heard from the public and discussed the recommendation from the Redistricting Commission. Another ward boundary, Option E, was introduced during the meeting for review by the Board of Aldermen and the public.

Alderman Lintz thanked the Redistricting Commission for their work. He stressed the importance of preparing in advance, especially communication for upcoming changes to more residences (specifically) in Ward 3, understanding that the city does not have to wait for 10 years when the next Census comes out to identify and begin to make those changes. He expressed his support for Option E.
Alderman Berkowitz seconded. The bill, having received majority approval was adopted and became Ordinance No. 6769 of the City of Clayton. City Manager Gipson reported that as part of the property tax levy process, the Board will hold a public hearing to seek public input on the proposed tax rates. City Manager Gipson provided a PowerPoint© presentation of the proposed tax levies. Karen Dilber, Director of Finance, was present to answer questions. Mayor Harris closed the public hearing.

City Attorney O’Keefe reads Bill No. 6911, first reading, An Ordinance Levying and Establishing the Rate of Annual Taxes for General Municipal Purposes; Police Building Debt Service; General Obligation Debt Service; and Special Business District Purposes to be Collected by the City of Clayton, Missouri, for the Year 2022 by title only. City Manager Gipson reported that In July, the Board of Aldermen received the City Manager’s proposed Fiscal Year 2023 Capital Improvements Budget, and in August the Board received the proposed Fiscal Year 2023 Operating Budget. As part of the budget process, the Board is required to hold a public hearing to seek public input prior to formal budget adoption. City Manager Gipson provided a PowerPoint© presentation of the proposed budget. Karen Dilber, Director of Finance, was present to answer questions. Mayor Harris closed the public hearing.
