Motion made by Alderman Lintz to approve Resolution No. 2022-20, the CRSWC FY2023 Budget. Alderman Berkowitz seconded.

The motion passed unanimously on a voice vote.

Alderman Feder reported on the following: • St. Louis Art Fair • Thanks to Toni Siering on a great presentation of the CRSWC budget • Attended the Board of Adjustment meeting last week and commended Chairman Gary Soule and Board on the work that they do • Acknowledged his 1st anniversary as a member of the Board of Aldermen

Alderman Patel thanked the Parks & Recreation staff, Patrick McGee and David Wiley for a great job with the youth soccer and having two refs. She is an assistant coach for a team.

Mayor Harris reported on the following: • St. Louis Art Fair • Attended the groundbreaking ceremony for the Marriot Hotel • The BOA/BOE Breakfasts have been scheduled for the 2022-2023 year

Motion made by Alderman Lintz to adjourn the meeting. Alderman Berkowitz seconded.

The motion passed unanimously on a voice vote.

Alderman Lintz introduced Bill No. 6911, an ordinance to approve the Property Tax Levies for Tax Year 2022 (FY2023) to be read for the first time by title only. Alderman Berkowitz seconded. City Attorney O’Keefe reads Bill No. 6911, first reading, An Ordinance Levying and Establishing the Rate of Annual Taxes for General Municipal Purposes; Police Building Debt Service; General Obligation Debt Service; and Special Business District Purposes to be Collected by the City of Clayton, Missouri, for the Year 2022 by title only. The motion passed unanimously on a voice vote. A PUBLIC HEARING AND AN ORDINANCE TO CONSIDER APPROVING THE PROPOSED FISCAL YEAR 2023 OPERATING AND CAPITAL IMPROVEMENTS BUDGET—1ST READING

Mayor Harris opened the public hearing and requested proof of publication. City Manager Gipson reported that In July, the Board of Aldermen received the City Manager’s proposed Fiscal Year 2023 Capital Improvements Budget, and in August the Board received the proposed Fiscal Year 2023 Operating Budget. As part of the budget process, the Board is required to hold a public hearing to seek public input prior to formal budget adoption. City Manager Gipson provided a PowerPoint© presentation of the proposed budget. Karen Dilber, Director of Finance, was present to answer questions. Mayor Harris closed the public hearing. City Manager Gipson reported that presented tonight is the proposed Fiscal Year 2023 CRSWC Budget for the Center of Clayton. The budget includes revenues and expenses for the period October 1, 2022, through September 30, 2023, for the three CRSWC Funds --- Operating, Equipment Replacement and Capital. The Clayton Recreation, Sports and Wellness Commission considered this budget on August 26, 2022, and approved it as proposed. On September 7, 2021, the budget was presented at the Joint Meeting of the Board of Aldermen and Board of Education.

The motion passed unanimously on a voice vote. There being no further business the meeting adjourned at 8:16 p.m.
