This document is the minutes of the City of Clayton Board of Aldermen meeting held November 11, 2025. Councilmember Feder reported on the following: • Attended the Polo Neighborhood meeting on November 3rd • Ward 3 Coffee is scheduled for November 15 • Clayton Equity Committee meeting will be held on November 13; Judge Strum and Chief Smith will provide updates. • Washington University School of Law is offering a new educational course- Local Government Law; he was invited to speak to 25 future lawyers

Councilmember Hummell reported on the following: • NonUniformed Employees Retirement Fund Board met November 10 o The actuary report has shown significant improvements over last 12 months o Reported that there is a decline in retirees – liability down, assets up

Councilmember Waldman reported on the following: • Ward 3 Coffee is scheduled for November 15

Mayor McAndrew reported on the following: • Attending the St. Louis Art Fair retreat o Reported a very successful event; each artist averaging $14,000 o The organization has updated their Mission statement to include an education component; made some changes in awards o Cost to the City was approximately $150,000 • Thanks to all staff and elected officials in help in getting the Charter amendments passed

Motion made by Councilmember Buse to adjourn. Councilmember Patel seconded. The motion passed unanimously on a voice vote. There being no further discussion, the City Council adjourned at 9:10 p.m.

The motion passed on a roll call vote: Councilmember Buse – Aye; Councilmember Patel – Aye; Councilmember Feder – Aye; Councilmember Hummell – Aye; Councilmember – Waldman – Aye; and Mayor McAndrew – Aye. The bill, having received majority approval, was adopted, and became Ordinance No. 6974 of the City of Clayton.

AN ORDINANCE AMENDING CHAPTER 140 OF THE CLAYTON CITY CODE PERTAINING THE PARKS AND RECREATION COMMISSION

City Manager Gipson reported the proposed ordinance would amend the composition of Parks and Recreation Commission to remove the Board of Education recommended members as voting members and reestablish them as ex-officio members or non-voting members going forward. The ordinance also provides that the City Council may appoint other ex-officio members as deemed necessary. City Manager Gipson noted that he has also spoken with Stacy Siwak, President, Clayton School Board and she is aware of the proposed changes, and the ex-officio role is good. Toni Siering, Director of Parks and Recreation, was in attendance to answer questions.

Motion made by Councilmember Patel to amend Bill No. 7115, Section 140.010 by removing “Commencing with the appointments after December 1, 2026, members shall be appointed to terms of one, two, or three years such that the terms of three members shall expire in one year, the terms of two members shall expire in two year and the terms of two members shall expire in three years. Thereafter…” Councilmember Buse seconded.

The motion passed unanimously on a voice vote.

City Manager Gipson reported that the proposed ordinance amends the composition of the City Plan Commission and Architectural Review Board to remove the City Manager as a voting member and replaces the seat with a resident of the City.

Councilmember Buse introduces Bill No. 7116, approving an amendment to Chapter 400 pertaining to the Plan Commission and Architectural Review Board to be read for the first time by title only. Councilmember Patel seconded.
