Louis County as an arterial roadway maintained and regulated by the County, including parking regulations. The City of Clayton enforces parking regulations along the north side of Clayton Road and aligns its ordinances with the County. Residents along the north side of Clayton Road requested the removal of hourly parking restrictions in certain areas. These restrictions were originally implemented when the outer parking lane functioned as a through lane at certain times of day. However, St. Louis County roadway improvements, including intersection bump-outs, have permanently converted the outermost lane into a parking lane, making the time restrictions unnecessary. Matt Malick, Director of Public Works, addressed the Board to answer questions. Alderman Buse introduced Bill No. 7103, approving an amendment to Schedule III Parking Restrictions of Title III related to Clayton Road to be read for the first time by title only. Alderman Patel seconded. City Attorney O’Keefe reads Bill No. 7103, first reading, an Ordinance Amending Schedule III Parking Restrictions of Title III of the Clayton City Code Relating to Parking Restrictions on Clayton Road by title only. The motion passed unanimously on a voice vote. Motion made by Alderwoman Buse that the Board give unanimous consent to consideration for adoption of Bill No. 7103 on the day of its introduction. Alderman Patel seconded. The motion passed unanimously on a voice vote.
Generally, applicants will be limited to ten (10) minutes for their initial presentations and public speakers will be limited to three (3) minutes. Provisions have been added since the September 30, 2025 Board of Aldermen meeting to allow for subsequent comments by applicants and public speakers. There are also basic provisions related to written communications from the public and the receipt of public protests and petitions. Note: a revised draft ordinance was provided to the Board for tonight’s meeting. City Manager Gipson reported that in early 2025, a situation presented itself wherein a former employee who was eligible for normal retirement received an application to begin collecting his benefit and subsequently passed away prior to completing the application and returning it to the City. Before his death, a member of city staff spoke with the applicant over the phone and he was insistent that his beneficiary should be his wife; however, because he was on hospice he was unable to gather the required information to submit with his application to begin the process of collecting his benefit.
AN ORDINANCE AMENDING THE NON-UNIFORMED EMPLOYEE’S RETIREMENT PLAN AND TRUST
City Manager Gipson reported that in early 2025, a situation presented itself wherein a former employee who was eligible for normal retirement received an application to begin collecting his benefit and subsequently passed away prior to completing the application and returning it to the City. Before his death, a member of city staff spoke with the applicant over the phone and he was insistent that his beneficiary should be his wife; however, because he was on hospice he was unable to gather the required information to submit with his application to begin the process of collecting his benefit. At that time the issue was presented to the Board of Aldermen for consideration, and it was decided that the City should have the attorney for the pension plan draft an amendment to include a provision that if an applicant is eligible for normal retirement and has received the application to begin collecting their benefit, their spouse would be their default beneficiary should they pass away prior to returning the completed application. It was also decided to further define the term “normal retirement” with the same update, and the proposed ordinance reflects the requested changes. Karen Dilber, Director of Finance, addressed the Board to answer questions. Alderman Buse introduced Bill No. 7104, approving an amendment to the Non-Uniformed Employees’ Pension Plan to be read for the first time by title only. Alderman Patel seconded.
