Board of Aldermen In-Person and virtual Meeting October 28, 2025 7:00 p.m.

MINUTES

Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

In person: Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Kami Waldman, and Mayor Bridget McAndrew.

Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Assistant City Manager Burr.

Absent: Jeff Yorg

PUBLIC REQUESTS AND PETITIONS

Mayor McAndrew expressed congratulations and thanks to Clayton’s Public Works Director, Matt Malick on receiving the "Public Works Leader of the Year Award" from the Missouri Chapter of the American Public Works Association.

Mayor McAndrew shared news of the passing of a long-time resident, Suzanne (Suzi) Forsyth. Ms. Forsyth was well known throughout the community, actively participating in protecting her surrounding neighborhood(s).

A PUBLIC HEARING AND A RESOLUTION FOR A CONDITIONAL USE PERMIT TO ALLOW THE USE OF SHORT-TERM RENTALS LOCATED AT 7931 FORSYTH BOULEVARD

Mayor McAndrew opened the public hearing and requested proof of publication.

City Manager Gipson reported that this is a public hearing and a request for a Conditional Use Permit from Autenrieth Properties LLC, to allow for the use of short-term rentals located at 7931 Forsyth Boulevard.

David Schlafley, owner, addressed the Board to answer questions.

Anna Krane, Director of Planning, addressed the Board to answer questions.

Mayor McAndrew closed the public hearing.

Motion made by Alderman Buse to approve waiving the parking requirements for the subject property. Alderman Patel seconded.

The motion passed unanimously on a voice vote.

Motion made by Alderwoman Buse to approve Resolution No. 2025-29 as amended, granting a Conditional Use Permit for 7931 Forsyth Boulevard. Alderman Patel seconded.

Motion made by Alderman Buse to approve the consent agenda. Alderman Patel seconded.

AN ORDINANCE ESTABLISHING STANDARDS FOR PUBLIC PARTICIPATION IN MEETINGS OF THE BOARD OF ALDERMEN, PLAN COMMISSION AND ARCHITECTURAL REVIEW BOARD

City Manager Gipson reported that it is common practice for local governments to have standards and rules for public participation in meetings. The City of Clayton does not currently have any adopted standards for addressing the Board of Aldermen, Plan Commission, or Architectural Review Board. The proposed ordinance would establish such standards.

The proposed ordinance as revised is intended to achieve the following objectives:

• Promote an organized and orderly process for public comment and public hearings. • Ensure that all individuals wishing to address the BOA and PC/ARB have an opportunity. • Promote focused discussion and debate. • Enhance record-keeping during public hearings and open forums using speaker cards.

Members of the public will be required to provide a completed speaker card with basic information before speaking. Comments during an open forum must relate to matters under the City’s control. Generally, applicants will be limited to ten (10) minutes for their initial presentations and public speakers will be limited to three (3) minutes. Provisions have been added since the September 30, 2025 Board of Aldermen meeting to allow for subsequent comments by applicants and public speakers. There are also basic provisions related to written communications from the public and the receipt of public protests and petitions.

Note: a revised draft ordinance was provided to the Board for tonight’s meeting.

AN ORDINANCE AMENDING SCHEDULE III PARKING RESTRICTIONS OF TITLE III OF THE CLAYTON CITY CODE RELATING TO PARKING RESTRICTIONS ON CLAYTON ROAD

City Manager Gipson reported that Clayton Road is designated by St. Louis County as an arterial roadway maintained and regulated by the County, including parking regulations. The City of Clayton enforces parking regulations along the north side of Clayton Road and aligns its ordinances with the County.

Residents along the north side of Clayton Road requested the removal of hourly parking restrictions in certain areas. These restrictions were originally implemented when the outer parking lane functioned as a through lane at certain times of day. However, St. Louis County roadway improvements, including intersection bump-outs, have permanently converted the outermost lane into a parking lane, making the time restrictions unnecessary.

Matt Malick, Director of Public Works, addressed the Board to answer questions.

AN ORDINANCE AMENDING THE NON-UNIFORMED EMPLOYEE’S RETIREMENT PLAN AND TRUST

City Manager Gipson reported that in early 2025, a situation presented itself wherein a former employee who was eligible for normal retirement received an application to begin collecting his benefit and subsequently passed away prior to completing the application and returning it to the City. Before his death, a member of city staff spoke with the applicant over the phone and he was insistent that his beneficiary should be his wife; however, because he was on hospice he was unable to gather the required information to submit with his application to begin the process of collecting his benefit.

At that time the issue was presented to the Board of Aldermen for consideration, and it was decided that the City should have the attorney for the pension plan draft an amendment to include a provision that if an applicant is eligible for normal retirement and has received the application to begin collecting their benefit, their spouse would be their default beneficiary should they pass away prior to returning the completed application.

It was also decided to further define the term “normal retirement” with the same update, and the proposed ordinance reflects the requested changes.

Alderman Buse reported on the following: • Cool Cities STL pop-up event was held on October 21 at Beyond Housing o City of Beverly Hills announced the first fully solar powered municipal building o St. Louis Community College has one of the top horticulture programs in the State as well as one of the best in the country o The organization hosted Zoom calls to surrounding municipalities; St. Louis City Alderwoman Anne Schweitzer talked about data centers o Ward 2 Coffee is scheduled for Nov. 20 at Glenridge School • City Recycling event to be held Dec. 5 & 6 • Plan Commission/ARB o 5 Iron Golf is in discussion regarding sign variances (window coverings) o Regions Bank building – discussion on signage • Town Hall Forum – thanks to David, staff, Laurel Harrington for their presentations, updates on the Charter amendments, Wydown restoration and the tornado recovery update.

Alderman Feder reported on the following: • St. Louis County Municipal League 2026 Legislative Priorities handout • Ward 3 Coffee is scheduled for Nov. 15 • Shaw Park Master Plan design meeting is scheduled for Nov. 3rd • Town Hall Forum – kudos to David, staff, and Public Works for the work being done on the tornado recovery • Thanks to staff for mailing out information on the proposed Charter amendments

Alderman Hummell reported on the following: • Opera Theater of St. Louis o Continuing to move forward with their project o Continued discussion regarding parking concerns o Continued discussion on design priorities relative to their fundraising capacity • Meeting at Glenridge as a former school board member – discussions on dialogue with the public regarding investment in the schools; was given a tour of the building • Town Hall Forum – good turnout o Streetlights continue to be an issue in many subdivisions o Wydown Boulevard restoration project – important to communicate information to receive feedback

Alderman Waldman reported on the following:

10-28-2025 BOA Minutes October 28, 2025 Page 6 of 6 • Cool Cities Pop-Up event o Discussions included the environmental benefits of native species plantings and its – perfect for Wydown Boulevard project • Sustainability Advisory Committee o Discussion on possibly becoming an official bird city of Missouri – promote and improve habitats, reduce the threat to birds, and overall sustainability • Municipal Maintenance Facility groundbreaking – toured the existing building; new building is needed • Town Hall Forum – great job! Encourage continued feedback from citizens via communication (signs w/QR codes; door knockers, etc.) • Thanks to June for arranging the BOA/BOE breakfast event

Mayor McAndrew reported on the following: • MYAC meeting held at the Fire Department – thanks to FF Joe Anthony for a great job in leading the students • St. Louis County Municipal League meeting (provided a handout to the BOA on the Legislative Priorities) o Mel Wilson, St. Louis County Deputy Director of Planning, provided a presentation on the County’s comprehensive plan and possible collaboration o Use Tax – if passed throughout the County they estimate about $50/pp in each municipality – approximately $850,000 for Clayton which would be beneficial • Attended a ribbon cutting (Creve Coeur Chamber of Commerce) for Tailored Gents at Savile Row • Municipal Maintenance Facility groundbreaking – excited to get started. • Town Hall Forum – great job to David and staff • Mailer for Charter amendment information – thanks to David, June, Lindsey
