City Manager Gipson reported that in early 2025, a situation presented itself wherein a former employee who was eligible for normal retirement received an application to begin collecting his benefit and subsequently passed away prior to completing the application and returning it to the City. Before his death, a member of city staff spoke with the applicant over the phone and he was insistent that his beneficiary should be his wife; however, because he was on hospice he was unable to gather the required information to submit with his application to begin the process of collecting his benefit.

Motion made by Alderwoman Buse that the Board give unanimous consent to consideration for adoption of Bill No. 7098 on the day of its introduction. Alderman Patel seconded. The motion passed unanimously on a voice vote. City Manager Gipson reported that Clayton Road is designated by St. Louis County as an arterial roadway maintained and regulated by the County, including parking regulations. The City of Clayton enforces parking regulations along the north side of Clayton Road and aligns its ordinances with the County.

Residents along the north side of Clayton Road requested the removal of hourly parking restrictions in certain areas. These restrictions were originally implemented when the outer parking lane functioned as a through lane at certain times of day. However, St. Louis County roadway improvements, including intersection bump-outs, have permanently converted the outermost lane into a parking lane, making the time restrictions unnecessary. Matt Malick, Director of Public Works, addressed the Board to answer questions. AN ORDINANCE AMENDING THE NON-UNIFORMED EMPLOYEE’S RETIREMENT PLAN AND TRUST

Before his death, a member of city staff spoke with the applicant over the phone and he was insistent that his beneficiary should be his wife; however, because he was on hospice he was unable to gather the required information to submit with his application to begin the process of collecting his benefit. At that time the issue was presented to the Board of Aldermen for consideration, and it was decided that the City should have the attorney for the pension plan draft an amendment to include a provision that if an applicant is eligible for normal retirement and has received the application to begin collecting their benefit, their spouse would be their default beneficiary should they pass away prior to returning the completed application. It was also decided to further define the term “normal retirement” with the same update, and the proposed ordinance reflects the requested changes. Karen Dilber, Director of Finance, addressed the Board to answer questions.
