Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

In person: Susan Buse, Becky Patel, Rick Hummell, Jeff Yorg (virtual attendance), Kami Waldman, and Mayor Bridget McAndrew. Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Assistant City Manager Burr. Absent: Gary Feder

A PUBLIC HEARING AND AN ORDINANCE FOR A SUBDIVISION PLAT (LOT CONSOLIDATION) FOR 500 AND 510 SOUTH HANLEY ROAD

Mayor McAndrew opened the public hearing and requested proof of publication. City Manager Gipson reported that this is a public hearing and subsequent ordinance to consider approving a subdivision plat for the consolidation of two (2) lots to create one (1) lot. Both lots are zoned M-1 Neighborhood Mixed-Use District. City Council approved a lot consolidation plat for the subject property on October 14, 2025, but that approval lapsed because the applicant did not fulfill the requirements of Section 3 of the approved ordinance (requiring proof of filing of the plat within 45 days of approval). Therefore, the applicant is now seeking re-approval of the same consolidation plat. Gordon Spring, applicant, addressed the Board to answer questions. Mayor McAndrew closed the public hearing. Councilmember Buse introduced Bill No. 7132, approving a Lot Consolidation Plat for 500 & 510 S. Hanley Road to be read for the first time by title only. Councilmember Patel seconded.

Motion made by Councilmember Buse that the Council give unanimous consent to consideration for adoption of Bill No. 7132 on the day of its introduction. Councilmember Patel seconded.

The motion passed unanimously on a voice vote.

Councilmember Buse introduces Bill No. 7132, approving a Lot Consolidation Plat for 500 & 510 S. Hanley Road to be read for the second time by title only. Councilmember Patel seconded.

City Attorney O’Keefe reads Bill No. 7132, second reading, an Ordinance Providing for the Approval of a Plat to Consolidate Certain Property Known as 500 and 510 South Hanley Road in the City of Clayton, Missouri by title only.

The motion passed on a roll call vote: Councilmember Buse – Aye; Councilmember Patel – Aye; Councilmember Hummell – Aye; Councilmember Yorg – Aye; Councilmember – Waldman – Aye; and Mayor McAndrew – Aye. The bill, having received majority approval, was adopted, and became Ordinance No. 6991 of the City of Clayton.
