The things my family always says is, so what do you guys do in the summer? I'm like, we continue to grow and we continue to learn and we have a lot of professional development occurring. And so there's a graphic on the screen and I'm not going to go into the details about it, but just an overview of it. Just to give you some perspective around it, last year we had about 400 staff members that attended professional learning opportunities.
This year it was 450. We were having more and more people involved. We had more external events like professional development opportunities outside of our district than we had last year as well and more people attending it. And the power of that really comes from what we're learning through it.
So one of the things, experiences that we had this year, we had about 30 people, staff members, including administrators, attend one event that was actually led by Dr. Poole and some of his colleagues and Ed Plus. Spervantage, Pursuit, and Busy, yes, and Melaina and her department is always working too. So thank you for all of your work on that.
And then all of you, the board members, you got to attend the breakfast that we had for our new teachers and our new staff members that have joined our district. We have over 20 this year. A lot of excitement around that. They had a full week of learning, a lot of around the strategic plan and goal one and goal two and goal three.
And then they also got time to work with their mentors. Spervantage, Propriety, and Equality, and also their building principles and get situated in the classrooms. And then they also went on a bus tour around the district on one of the days, and they went to each of the different schools. They got to see what the school looks like, feel the community.
And one of the things that the activity was was at each school, they had one of the competencies of the profile of the graduate. So there was an activity at each school that tied all the work together. So I know there was a lot of fun there. And of course, there was a lot of fun there.
Spervantage of Education, Proposition O, levy, agenda, motion carried. We're going to have our first home game next Friday, and I believe Jamboree is this Friday. So we're going to get going with that as well, and the kids are excited, the communities are excited, and the partnership with Brentwood also. A lot of parents and everyone's looking forward to coming to the games this year.
And then we have later on today, Luke, our communications and safety security coordinator, There's going to be giving us an update because safety and security continues to be at the forefront of everything we do. He's going to give us like a 30,000 foot view overview of all the work we've done this summer and we continue to do. So we'll be hearing a little bit more about that. And then finally, I wanted to invite everyone to our first ever back to school bash, which is going to be tomorrow at Shaw Park from 5 to 8.
And all the PTOs have put this together and we've invited the entire community. So students, I've got quite a few emails actually from parents asking, can they bring their kids? And yes, it's a family-friendly event. So please bring students, parents, and we've invited, you know, the community, the entire community.
So hoping to have a great evening. There should be like food trucks and just a good way for us to kick off the new year. So looking forward to that. So with that, I want to hand it off to our new official school board rep, Mohini.
Welcome. Yeah, thank you so much. So I wanted to start by saying that since this is the second post-pandemic year of high school, we can definitely see that students are gaining momentum coming into this next year. I know everyone got their schedules this morning, so I've already started putting in my first schedule change, so everyone's really excited about that.
Everyone is looking forward to this year being even better than it was pre I participate in link leaders which is when the juniors and seniors show the freshmen around during orientation It was really nice and empowering to see so many juniors and seniors excited to be models for the freshmen and really show them what Clayton High School is all about And they also get to really retake their experience that they couldn have had as freshmen because of COVID And so we begin to see that a lot of students are excited for the new year and starting right on Monday. So and then next, I've been working a lot with Dr. Patel and Carter on the student school board student advisory council. We've been wanting to make sure the advisory was really great in the past and really was good at accomplishing their goals.
However, we really want to make sure that this year we get even a bigger presence across the school by using social media and club fair and the intercom and stuff to really make sure that everyone knows about it and knows that they can participate and contribute to the club. We've already started working with the City of Clayton on their Clayton Tomorrow 2040 plan, where basically they're looking into city planning for the next 20 years. And they really want a student perspective on that, and so the Student Advisory Council is definitely a great place to do that. And so we're really excited.
And I can, with my co-chair, Raina Everett, and social media liaison, Charlotte Myers, we're definitely all looking forward to making sure everyone knows that the student school board, student advisor council is here to help. And then third and finally, this is really topical, but with the Wi-Fi, I've actually already heard students complaining about, like, the new Wi-Fi system and everything. And while I definitely, they definitely have some concerns like with accessibility and like limitations and stuff. And while I definitely think it's important to make sure about academic integrity, security, and all those sorts of stuff, I do want to stress the importance of communication.

Thanks for the opportunity. My name is Luke Heidert. I am the Chief Communications Officer and then the Safety and Security Coordinator here for the district. And so it's a great opportunity to talk a little bit about what we did this summer, what we're continuing to do to keep our students safe.
It's an ongoing conversation, so we want to make sure that we're not only continuing to have it, but we're continuing to move forward. And so that's what we're going to do a little bit tonight, talk a little about some of those items. One of the things that I would say about our relationship with the Clayton Police Department and the Clayton Fire Department is that it is amazing. We're able to bounce a lot of ideas, to collaborate a lot on some things, one of which is if you look up on the screen here, you're seeing some of the trainings done over the summer.
If you were anywhere in the vicinity of Y-Down in the month of July on a Saturday, you would see a huge, large presence of officers and the fire department working on trainings. They do simulations. They use our buildings to be able to go and run those simulations. Not only does it give them the opportunity to kind of really get to know our buildings, but, you know, that works both ways.
It's great that in the case of emergency, they're able to respond. They've seen our buildings. They've worked in our buildings. And so this year was even, they went even as far to do some of the medical treatment training while they were in the buildings.
And so even taking a little bit farther this year, they're fantastic. They work great with us in keeping our kids safe. So one of the things that is great to get to talk about is that we are adding an additional school resource officer. It is Officer Ryan Riley He has been in law enforcement for 18 years He has been with Clayton Police for 14 of those years He going to be a great addition to the SRO team here at Clayton What that does for the district is that he will actually be at all of our elementary schools, and he will be working those throughout the day.
So parents, they will see him throughout the day going from one location to another. Superintendent, Board of Education, Proposition O, levy, agenda, motion carried. Not only are they excited, he's super excited as well. One of the things over the summer, we've been working with Tier 1 Tactical Solutions.
They are made up of emergency services and law enforcement professionals, and they do a lot of work with schools in training, a lot of work with development of proper procedures. That is what they've also done with us. So our emergency operation plan has been looked at, audited, reviewed, redone, and they've been instrumental in kind of giving us feedback on where we can improve. They will continue to be part of what we're doing moving forward, and that here at the beginning of the year, they will be doing an audit of our campuses and being on campus at the schools and looking at our procedures and then giving us some feedback on where we can improve there as well.
So we're super excited about all the work that they're doing with us. Well, one of the big things this year in conjunction kind of with Tier 1 and some of that emergency operation planning, we also developed a quick reference guide that will go in every classroom. We were really concerned that, you know, there wasn't a quick way to kind of look at a procedure or for someone who may or may not have been familiar, you know, with our procedures on a regular basis or their training has been limited and they just needed a refresher. This will be available in every classroom for them right next to the door to be able to kind of take a glance at here at the beginning of the year.
So some of the big updates over the summer is we did take a look at and do an assessment of the intruder system to kind of find out where there needed to be improvements, some lighting being added, obviously some speakers being added as well, to make sure that we're just covering areas that may or may not have been able to be heard or if it's in a loud location like a gym or like a cafeteria. We would want lighting to also cue that there is an emergency taking place. So we've got security cameras going in as well right now, all over. They're being added to all schools in some capacity.
And so some new views there. We've got cellular service. So this is a great thing. We know that cellular service here around campus and at all of our schools is not great, especially when you get into the buildings.
And so this particular study, I know Jeff has been facilitating quite a bit, is finished. And so now they will come back to us and they will provide kind of like an implementation plan to kind of tell us, you know, what we need to do to increase our cellular service for everybody here. That is a safety concern. We do want to make sure that in the case of emergency, anybody would be able to make any calls that they wouldn't be necessary at that time.
So that is being done as well. Window numbering. So if you've been around our buildings over the last couple of weeks, you've started to see windows go up. This is for our emergency service professionals to kind of work with us.
They're able to identify from outside the room numbers. Superintendent, Board of Education, Proposition O, levy, agenda, motion carried. Any other questions? Anyone?

We had the opportunity just so the public knows we had the opportunity to talk with Luke prior to the board meeting and executive session and understand some of the details of the plan that might not necessarily be available to the public for safety and security reasons So to the extent that none of us are asking any more questions, we probably bombarded him with questions prior to the meeting. So back in May you approved us working with the city to get a third SRO. Luke's announced that we have that person. The agreement that was resolved with them and approved by the mayor and the council is in your packet. You approved it back in May, so we've already signed it.

Ellen? I just want to, just so everybody knows, This is roughly the same policy that we approved last year. I did clean it up a little bit to try to make it as brief as possible. And some changes that we had made over the last year, we kind of changed up in the policy, but it's basically the same.

Okay. Great. And then I move that the Board of Education approve to rescind policy JFB, student involvement in decision making. Second.
So I'll explain the reason behind this. When we first had a student rep on the school board, MSBA did not have a policy for that. So we just kind of put it under, I think it was, yeah, student involvement in decision making. But now there is this new policy, student advisor to the board.
So we're basically just moving it from the one policy to the other. So that's why we're just rescinding the old one. That's it. All in favor?
Aye. Any opposed? Okay, good. Now we're on our first reading of policy BBBA.
All right. So Policy BBBA is board member qualifications, and it's due to a change in the statute that now reads, previously you had to be a resident of the state of Missouri to run for the board. You now also have to be a resident of the district where you're running for one year previously. Before running.
That's the only change in this. Correct. But for us, it would apply here because of the county. So, I just have a question.
Has anybody ever explored, and maybe this has already been done, whether or not people who have children that go to the district but don't live in the district would be able to run? Like through our kids, through our parents of kids through our Vick program or... No, you have to recite. There's just no loopholes or way around that.
Unfortunately, I think it's like being an alderman or any elected official for a public office. You have to recite. You have to recite in there. Unfortunately.
Yeah. But to the extent we have any parents that are interested in helping the board, We have lots of advisory committees, I think, where their voices would be very welcome, is what I would say. But yeah, it's a taxpayer thing. Okay.
I just wanted to make sure that we've... I'll just record that. Okay. So, I think that was just our first reading of that, so we don't need to do anything.
Does anybody have any more questions? Okay. All right, Heike, I think then we could move on to the school board member ethics. Okay, this policy BBB, BBF, school board member ethics, The Board Member Ethics is being revised due to language that is now in MSIP 6 and to mirror that language.
When you look at the policy, it previously was just like a list of things that Board Members should or shouldn't do. So now the language is more inclusive. Even though it still has a list, it's not as restrictive anymore, and it concentrates more on the duty of care, duty of loyalty, and duty of public trust. So, again, this is just a first read.
Does anybody have any questions on this? No, I think it's an improvement over the old policy. Yes Okay Okay Well we will vote on that put that on the agenda to vote on next time Okay, so we're on to the consent agenda now. Yes, I'm sorry. Go ahead. I had a comment. I just want to, just so the public understands, so we, the district hired a wellness coordinator for the high school, And part of the consent, what's in the consent agenda that I think is good to know, that I'd actually asked Dr.
Patel before this, is that one of the things we're approving is continuing or extending the contract with the consultant that we had hired that helped us develop the idea for the wellness center that she will be, through December, helping our wellness coordinator develop the wellness center at the high school. Thank you Appreciates this as well So I just wanted everybody to know that that was a priority to keep her engaged so that we get up on the right foot with the Wellness Center Great. Go ahead. Yeah, the only other thing I would add is there's a number of budgetary item adjustments and requests in the consent agenda.
And once again, our finance department here has done a really nice job of looking through the competitive bid process. Any other questions? Female Speaker 2, I think the last two of the items are the lowest bid, which without compromising, I'm certain, because John's been in charge of it with his team. Any capabilities, one, a couple of them are to improve some of the athletic stuff that we talked about last year in terms of scoreboards or speaker systems and captain elementary.

But I know that I have we have a CRSWC meeting coming up on the 25th so next meeting we get to hear about that Hopefully everybody saw some of the committee assignments change Yes Yeah the only other update that I give from a financial standpoint is over the summer, John and his team again, they worked, I think we talked last year about looking to change bank accounts for the school district in order to make sure that our deposits were guaranteed. And so So that process is completed now, and it was completed over the summer. So that's really good.
That's been done. And the other thing is, and John, I'm going to toot your horn again here and your team. You know, some of the decisions that we made last year, that John made last year, that we supported really moving some of our investments. It's like a tenfold increase in our investment returns.
