Board of Aldermen Strategic Discussion Session In-Person and Virtual (Zoom) Meeting December 16, 2022 3:05 p.m.

UMinutes

The meeting was open to individuals to attend in-person and/or virtually via Zoom.

Board of Aldermen: Mayor Harris; Aldermen: Rich Lintz, Bridget McAndrew, and Gary Feder

Virtually: Aldermen Ira Berkowitz, Susan Buse, and Becky Patel

Staff:

City Manager Gipson, City Attorney O’Keefe, Andrea Muskopf, Assistant City Manager, and City Clerk June Frazier.

DISCUSSION ON MARYLAND GATEWAY OVERLAY REVISIONS

Anna Krane, Director of Planning provided the Board with a presentation on the Maryland Gateway Overlay proposed revisions.

David Berland, resident, addressed (virtually) the Board inquiring if the property owners are involved in the process.

No action was taken.

INFORMATIONAL PRESENTATION ON AMENDMENT 3 (ZONING, LOCAL TAX & RULES RELATED TO PUBLIC CONSUMPTION)

City Attorney O’Keefe provided the Board with information summary on Amendment 3.

David Berland, resident, addressed (virtually) the Board inquiring how is pot detected and also how does the officer know if someone is intoxicated.

Chief Smith explained the process/procedures.

No action was taken.

Alderman Berkowitz excused himself from the meeting at 4:00 p.m.

UPDATE ON THE COMMONS FUNDRAISING

Ted Spaid, SWT Design, Sarah Melinger, Clayton Community Foundation, and Chris Chiveta, Hastings & Chivetta Architects, provided the Board with a presentation and update on the Commons project.

Toni Siering, Director of Parks & Recreation was present to answer questions.

No action was taken.

Alderman Patel excused herself from the meeting at 5:00 p.m.

David Berland, resident addressed (virtually) the Board requesting access to the (design) renderings presented.

Mayor Harris announced that there will be no Executive Session.

Motion made by Alderman Feder to adjourn. Alderman McAndrew seconded.

There being no further business the meeting adjourned at 5:06 p.m.
