City Council Strategic Discussion Session In-Person and Virtual (Zoom) Meeting November 21, 2025 Clayton City Hall Council Chambers – 2nd Fl. 10 N. Bemiston Avenue 3:04 p.m.

The meeting was open to individuals to attend in-person and/or virtually via Zoom.

City Council: Mayor McAndrew, Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Jeffery Yorg, and Kami Waldman.

Staff:

City Manager Gipson, Assistant City Manager, Myron Burr, City Clerk June Frazier, Anna Krane, Director of Planning, and Ryan Helle, Planner

DISCUSSION ON NON-RESIDENTIAL AND MIXED-USE UNIFIED DEVELOPMENT CODE.

Anna Krane, Director of Planning and Ryan Helle, Planner, provided the Council with a presentation (available in the city clerk’s office) on the proposed updates to the Unified Development Code and zoning regulations. Discussion included focusing on streamlining commercial zoning districts and reorganizing regulations into a more user-friendly format.

No action (vote) was taken.

DISCUSSION ON STREETLIGHT DESIGN(S)

Matt Malick, Director of Public Works, provided a presentation (available in the city clerk’s office) on the proposed streetlights.

No action (vote) was taken.

OTHER

Councilmember Hummell commented on the upcoming joint meeting with the Clayton Community Foundation suggesting that the Council can provide direction on the Wydown Boulevard restoration project.

Councilmember Hummell commented that staff investigate and provide information on potential economic impacts of County administrative offices moving to Northwest Plaza.

There being no further business the meeting adjourned at 5:16 p.m.
