MINUTES
Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:
In person: Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Jeff Yorg, Kami Waldman, and Mayor Bridget McAndrew.
Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Assistant City Manager Burr.

Gina Mitten, 1615 Hunter Avenue, St. Louis, Missouri, addressed the Council announcing her candidacy for State Senate-District 4.
A PUBLIC HEARING AND AN ORDINANCE FOR A MINOR CONSOLIDATION PLAT LOCATED AT 224 AND 228 NORTH BEMISTON AVENUE
Mayor McAndrew opened the public hearing and requested proof of publication.
City Manager Gipson reported that this is a public hearing and subsequent ordinance to consider approving a minor consolidation plat for the consolidation of two parcels located at 224 and 228 North Bemiston Avenue.
The subject properties are located on the east side of Bemiston Avenue between Pershing Avenue and Kingsbury Boulevard. The properties have a zoning designation of R-3 One and Two-Family Dwelling District. 224 North Bemiston Avenue is developed with a single-family house. 228 North Bemiston Avenue is developed with a duplex. The consolidation would be accompanied by the demolition of the duplex located at 228 North Bemiston Avenue and future construction of a garage.
Lora Headrick, land surveyor, representing applicant/owner, Randy Lipton addressed the Council (virtually) to answer questions.
Anna Krane, Director of Planning, addressed the Board to answer questions.

City Manager Gipson reported that this is a public hearing and subsequent ordinance to consider approving a minor subdivision plat for the subdivision of one parcel located at 304 North Central Avenue.
The subject property is located on the northeast corner of the intersection of North Central Avenue and Kingsbury Boulevard. The property is zoned R-3 One- and Two-Family Dwelling District and is in the North Bemiston Subdivision. The property is developed with a single-family house.
Nancy Georgen, owner, addressed the Council (virtually) to answer questions.

AN ORDINANCE FOR A CONTRACT WITH TIMBERLINE PROFESSIONAL TREE CARE FOR TORNADO TREE PRUNING SERVICES
City Manager Gipson reported that following the May 2025 tornado event that caused widespread tree damage across the east end of the City, staff developed the Tornado Tree Pruning Services project to address storm-damaged trees located within the public right-of-way. The scope of work includes risk mitigation pruning, crown reduction, and restoration pruning of identified trees to promote long-term health and public safety. The contract requires all pruning work to be performed by ISA-Certified Arborists in accordance with ANSI A300 (2023) pruning standards and ANSI Z133 (2023) safety standards.

Matt Malick, Director of Public Works, addressed the Council to answer questions. AN ORDINANCE ESTABLISHING A CITIZEN FINANCE COMMITTEE City Manager Gipson reported that this ordinance would establish a Citizen Finance Committee to assist the City of Clayton in the development and communication of financial goals and strategies. The seven-member committee would consist of five residents and two Councilmembers. Resident members must have backgrounds or strong interest in areas such as public finance, taxation, banking, economics, or investment strategy. Initial terms will be staggered, followed by three-year terms with a limit of three consecutive full terms. The Committee will serve in advisory capacity to the City Council on various matters. AN ORDINANCE AMENDING SECTION 215.765 TO ESTABLISH PERMITTED DECIBEL LEVELS FOR GENERATORS
Assistant City Manager Burr reported that the City Council discussed generators its October 28, 2025 meeting and expressed a desire to control the noise emitted from generator use. The proposed ordinance would establish a permitted decibel level for generator use and require noise attenuation measures for generators exceeding the 75-decibel limit.

HONORARY STREET SIGN REQUEST – ST. LOUIS COUNTY POLICE DEPARTMENT HEADQUARTERS
Assistant City Manager Burr reported that St. Louis County Police is requesting a sign to commemorate the headquarters for the St. Louis County Police Department in Clayton from 1955 – 1962. The County would like to install two commemorative signs on a light pole located on N. Meramec Avenue north of Forsyth Boulevard at the Commerce Bank/Forsyth Pointe Building.

Mayor McAndrew reported on the following: • Presented with an ACLU attorney at CHS on local government • Along with City Manager Gipson they met with Clayton Condominium Building Association and discussed the city’s finance, development, and committees • Participated in Zoom discussion with St. Louis County regarding Hanley and Wydown Boulevards pedestrian issues – County Councilwoman Lisa Clancy was very responsive
City Manager Gipson expressed thanks to Anna Krane and Ryan Helle for the work done on the zoning code.
