City Council Strategic Discussion Session In-Person and Virtual (Zoom) Meeting January 16, 2026 Clayton City Hall Council Chambers – 2nd Fl. 10 N. Bemiston Avenue 3:05 p.m.

The meeting was open to individuals to attend in-person and/or virtually via Zoom.

City Council: Mayor McAndrew, Susan Buse, Becky Patel, Gary Feder, Rick Hummell (virtual), Jeffery Yorg, and Kami Waldman.

Staff:

City Manager Gipson, Assistant City Manager, Myron Burr, Matt Malick, Director of Public Works

UPDATE ON THE CENTRAL BUSINESS DISTRICT POLE INSPECTIONS PROJECT

Matt Malick, Director of Public Works, provided an update on the process of the CBD pole inspections project.

No action (vote) was taken.

UPDATE ON STREETLIGHTS DESIGN/REPLACEMENT PROJECT

Matt Malick, Director of Public Works, presented a PowerPoint presentation (available in the City Clerk’s office) to the Council. The Council provided directions for staff to move forward.

No action (vote) was taken.

Motion made by Councilmember Waldman that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Councilmember Hummell seconded.

The motion passed on a roll call vote: Councilmember Buse – Aye; Councilmember Patel – Aye; Councilmember Feder – Aye; Councilmember Hummell – Aye; Councilmember Yorg – Aye; Councilmember Waldman – Aye; and Mayor McAndrew – Aye.

There being no further discussion, the City Council adjourned at 4:09 p.m.
