3. Public Comment
3.1 Public Participation at Board Meetings DESCRIPTION: The Board of Education welcomes comments from its community. A period for public comment is set aside at the beginning of each regular Board of Education meeting. In an effort to provide an environment for effective public comment at meetings, the School District of Clayton Board of Education has adopted the following protocols for public comment:
Any person wishing to address the Board must fill out a Speaker's Card. The card will include the speaker’s name, address, e-mail address and topic he/she wishes to address. Each speaker shall be allotted up to three minutes for the statement. At the discretion of the Board president prior to the beginning of the meeting, the time limit may be changed to accommodate the number of speakers. Speakers are not to address the Board concerning specific personnel issues at a meeting. A speaker will be immediately stopped from talking further if he/she speaks to a personnel issue. Such issues should be addressed using the District’s established procedures for sharing concerns about school personnel and, if necessary, brought to the Board’s attention in private. While the Board does not directly respond to a speaker during public comment, the Board will address speakers in the following manner: o The Board President may make clarifying remarks at the end of the public comment session to address any misstatements of facts. o The Board of Education will send a written follow up to a speaker to respond to his/her question(s). 7. Policy Policy is how a board sustainably exercises its authority to govern. Through policy, school boards establish cohesive guidelines to advance vision into reality. Missouri School Boards Association (MSBA) provides policy services to the School District of Clayton. 7.1 1st Reading - Policy IND Ceremonies and Observances DESCRIPTION: Senate Bill 139 (2023) officially changed the name of the observance during the first week of March to match the more common phrase, Science, Technology, Engineering, and Math (STEM). 8.1 Resolution - Condemning Antisemitism in Schools DESCRIPTION: The Clayton Board of Education will affirm its commitment to ensuring a safe, inclusive, and respectful learning environment for all students, staff, and community members by condemning antisemitism in our schools and community. 8.2 Paragon Contract for Architectural Services DESCRIPTION: At the June 4, 2025, Board meeting, the following motion was adopted: Approve the selection and collaboration of Paragon Architecture and Perkins+Will for project package #1 relating to the proposed addition of an academic wing at CHS, and for project package #3 relating to renovation or reconstruction of the three elementary school buildings, and authorize the administration to negotiate a contract for the desired services to include a clear scope of work, reasonable fees and other acceptable terms. 9. Consent Agenda Our adopted rules of Parliamentary Procedure, Robert's Rules, provide for a consent agenda listing several items for approval of the Board by a single motion.
