The most recent ten-year agreement was entered into in 2016 and will expire later this month. In exchange for these connection lines the City provided CenturyLink a license to use the City rights-of-way at no annual cost. In addition, the City has a written agreement with the School District of Clayton for their facilities to participate in this arrangement, therefore the School District also has received their fiber optic connections between facilities using the fiber provided through the City’s agreement with CenturyLink at no cost.

A MOTION AUTHORIZING TEMPORARY LIGHTING IN TORNADO IMPACTED AREAS FOR HALLOWEEN

10-13-2026 CC Minutes October 13, 2026 Page 4 of 5 City Manager Gipson reported that tornado damage has left portions of the Moorlands neighborhood and Wydown Boulevard without functioning streetlights. To support safe trick‑or‑treating conditions on Halloween night, staff evaluated the deployment of temporary light towers to improve visibility for pedestrians and motorists.

Approximately 30–35 portable light towers are needed to provide effective illumination. Each unit lights roughly ½ acre, and while small gaps will remain between coverage areas, visibility will be significantly improved throughout the impacted neighborhoods.

Staff is awaiting final pricing and confirmation of unit availability from our vendor. Based on prior pricing, the estimated total cost is approximately $13,650.

This is an unbudgeted expense and would be added to future budget amendment as required.

The vendor will deliver, position, and set up all units, and will remove them after the event, requiring no operational support from City staff.

If the vendor is unable to supply the full number of units needed, staff will: • Seek additional units from another vendor, or • Reduce the total number deployed, concentrating lighting in priority locations, particularly intersections and other key pedestrian crossing points.

Staff recommends that the City Council authorize the City Manager to secure temporary portable lighting for Halloween night in the tornado‑impacted residential areas, at a cost not to exceed $15,000, including delivery, setup, and pickup services, and to make any necessary adjustments in the number or sourcing of units based on availability.

Isabella, citizen, addressed the Council recommending TikTok© or Amazon© to purchase motionless lights and/or e-solar lighting which are both less expensive.

Motion made by Councilmember Buse to approve 15 propane powered lighting systems at a total cost of approximately $7,000 to be installed at the intersections without lighting until 9:30 p.m. on Saturday, October 31, 2026. Councilmember Patel seconded.

The motion passed unanimously (7-0) on a voice vote.
