Board of Education Special Meeting - September 30, 2026 - Agenda - Html Board of Education Special Meeting - September 30, 2026 Agenda 6:00 PM Administration Building, Board Room, #2 Mark Twain Circle. Clayton, MO 63105 1. Call to Order/Adequate Notice 1.1 Call to Order/Adequate Notice Call the meeting to order. Adequate notice was provided. 2. Adoption of Agenda 2.1 Adoption of Agenda Move to adopt the agenda as posted. 3. Action - Policies: 1st and 2nd Reading 3.1 Policy BF: School Board Policy Process DESCRIPTION: MSBA has updated this policy for clarity and brevity. Many districts have a process where policy recommendations are reviewed at three or more meetings prior to final policy adoption. This process is ideal in situations where the district is contemplating a major policy change that is not required by law. However, multiple readings are not required by law and could delay legal compliance in situations where the policy revisions are recommended due to a change in law. Additionally, MSBA added language that the district’s policy manual must be posted on the website and made revisions to the section titled “Suspension of Policies”. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BF_ School Board Policy Process.pdf Policy BF_ School Board Policy Process.pdf Move to approve Policy BF: School Board Policy Process with the recommended changes. 3.2 Policy AF: Accountability/Commitment to Accomplishment DESCRIPTION: MSBA recommends that the district rescinds this policy. The content of this policy is now covered in Policy BBA: School Board Powers and Duties. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy AF_ Accountability_Commitment to Accomplishment.pdf Policy AF_ Accountability_Commitment to Accomplishment.pdf Move to approve Policy AF: Accountability/Commitment to Accomplishment to be rescinded. 3.3 Policy BBA: School Board Powers and Duties DESCRIPTION: MSBA has updated this policy to improve the language and align it with the current research on the role of effective school boards. This language also aligns with the expectations of the Department of Elementary and Secondary Education (DESE) in the MSIP 6 Standards and Indicators. This policy also includes the content of Policy AF: Accountability/Commitment to Accomplishment that MSBA recommends to rescind. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BBA_ School Board Powers and Duties.pdf Policy BBA_ School Board Powers and Duties.pdf Move to approve Policy BBA: School Board Powers and Duties with the recommended changes. 3.4 Regulation BDDG-R1: Minutes DESCRIPTION: Important information from this regulation has been moved and included in Policy BDDG: Minutes. MSBA recommends that this regulation be rescinded. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Regulation BDDG-R1_ Minutes.pdf Regulation BDDG-R1_ Minutes.pdf Move to approve Regulation BDDG-R1: Minutes to be rescinded. 3.5 Policy BDDG: Minutes DESCRIPTION: MSBA has updated this policy to align the language to the Missouri Sunshine Law and Robert’s Rules of Order Newly Revised . The update includes language added to the policy that was previously in Regulation BDDG-R1: Minutes. The regulation is recommended to be rescinded because the information is now included in this policy update. Neither the Missouri Sunshine Law nor Robert’s Rules of Order Newly Revised require the name of the individual who seconds a motion to be recorded in the minutes, so MSBA has removed this language from the policy. Robert’s Rules of Order Newly Revised states that the board secretary will sign the minutes or otherwise designate them as final. For purposes of clarification, the board secretary is the secretary to the board, responsible for taking minutes. Because minutes may be taken and approved electronically, the new language will ensure that districts are somehow indicating that approved minutes are final. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BDDG_ Minutes.pdf Policy BDDG_ Minutes.pdf Move to approve Policy BDDG: Minutes with the recommended changes. 3.6 Policy BJ: School Board Memberships DESCRIPTION: MSBA recommends that the district rescinds this policy. The contents of this policy have been added to Policy BI: School Board Legislative Program. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BJ_ School Board Memberships.pdf Policy BJ_ School Board Memberships.pdf Move to approve Policy BJ: School Board Memberships be rescinded. 3.7 Policy BI: School Board Legislative Program DESCRIPTION: Policy BI: School Board Legislative Program is a new policy created by MSBA. This new policy includes language from Policy BJ: School Board Memberships that was recommended to be rescinded. The purpose of the new policy is to provide more specific direction on how the school board will engage in advocacy efforts. Because state and federal laws dramatically impact individual school districts, MSBA encourages every school board member to engage in legislative advocacy not only at the local level, but also at the state and national level. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BI_ School Board Legislative Program.pdf Policy BI_ School Board Legislative Program.pdf Move to adopt Policy BI: School Board Legislative Program with the recommended changes. 3.8 Policy BCCA: MSBA Delegate and Alternate DESCRIPTION: MSBA has updated this policy to reflect some changes made to MSBA’s regional structure. School districts belong to one of 17 regions across the state, which are represented by an elected member of MSBA’s Board of Directors, as well as school board members serving on MSBA’s Leadership Development Committee and the Advocacy Committee. Please note: In the first sentence of the policy, MSBA recommended the following language: “At its organizational meeting, the board of education shall appoint one or more school board members to serve as Missouri School Board’s Association (MSBA) delegates and alternates.” The district administration requested to change “ shall ” back to its original language “ may ”. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BCCA_ MSBA Delegate and Alternate.pdf Policy BCCA_ MSBA Delegate and Alternate.pdf Move to approve Policy BCCA: MSBA Delegate and Alternate with the recommended changes. 3.9 Policy BCE: Board Committees/Advisory Committees to the Board DESCRIPTION: MSBA has revised this policy for clarity. The policy provides language and guidance to the board in the event the board is using a committee to assist with the board’s work. In the event the board intends to create a committee, this policy revision will provide guidance for creating standing or permanent committees who meet regularly or for creating a special or ad hoc committee to assist the board with a specific issue or project. CONTACT: Heike Janis, Executive Assistant to Superintendent/Board of Education 093026 Exec Summary Policy BCE_ Board Committees_Advisory Committees to the Board.pdf Policy BCE_ Board Committees_Advisory Committees to the Board.pdf Move to approve Policy BCE: Board Committees/Advisory Committees to the Board with the recommended changes. 3.10 Policy AD- School District Mission DESCRIPTION: The proposed revision modernizes and streamlines the existing policy while more clearly connecting the District’s strategic work to its commitment to being “a place for everyone to grow as learners in head and heart.” Significant updates include: Adding the District Commitment and Profile of a Clayton Learner to the policy. The Profile identifies six competencies—self-actualization, intellectual curiosity, cultural consciousness, empathy, creative thinking and collaboration—that guide teaching and learning throughout the District. Retaining the District’s existing mission and vision while updating the language within the core values to better reflect current District priorities and practices. Updating references from a traditional Strategic Plan/CSIP to an evergreen Continuous School Improvement Plan (CSIP) that is periodically reviewed and strengthened as District priorities and community needs evolve. Clarifying that the CSIP serves as the District’s long-term strategic plan and guides decisions related to programs, planning and resource allocation. Expanding access and transparency by providing that the District’s commitment and strategic direction will be communicated through the District website, student handbooks and other key communications, and that the current CSIP will be available on the District website and in the superintendent’s office. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy AD_ School District Mission.pdf Policy AD_ School District Mission.pdf Move to approve Policy AD: School District Mission with the recommended changes. 3.11 Policy CB: School Superintendent DESCRIPTION: MSBA has revised this policy to comply with MSIP 6 standards L2, L5, L6, and L10. These standards place more emphasis on governance and the governance team, which includes the superintendent. The added language in this policy outlines the duties of the superintendent. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy CB_ School Superintendent.pdf Policy CB SCHOOL SUPERINTENDENT.pdf Move to approve Policy CB: School Superintendent with the recommended changes. 3.12 Policy CBG: Evaluation of the Superintendent DESCRIPTION: MSBA, DESE (Department of Elementary and Secondary Education), and MASA (Missouri Association of School Administrators) worked to create a comprehensive superintendent evaluation guide to assist school boards and superintendents through the evaluation process. MSBA has revised this policy to align the process and terminology with the guide. In addition, MSBA made revisions to this policy to align language with that used in MSIP 6 and condensed some of the language in the policy for clarity. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy CBG_ Evaluation of the Superintendent.pdf Policy CBG_ Evaluation of the Superintendent.pdf Move to approve Policy CBG: Evaluation of the Superintendent with the recommended changes. 3.13 Policy CFB: Evaluation of Administrators DESCRIPTION: MSBA has updated this policy to include the evaluation of other district administrators. The previous version only referenced the principals and superintendent. This update includes assistant superintendents, directors and other administrators who need quality evaluations. Additionally, MSBA revised this policy to align terminology/language that is used in MSIP 6. The “Comprehensive” School Improvement Plan is now called the “Continuous” School Improvement Plan. MSBA has removed the outdated standards from the policy and referenced the current standards. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy CFB_ Evaluation of Administrators.pdf Policy CFB_ Evaluation of Administrators.pdf Move to approve Policy CFB: Evaluation of Administrators with the recommended changes. 3.14 Policy GCN: Evaluation of Professional Staff DESCRIPTION: MSBA has revised this policy to align the language with MSIP 6. A “Comprehensive” School Improvement Plan is now called a “Continuous” School Improvement Plan. This current language is used in section L3 of the MSIP 6 Standards and Indicators that are used in professional staff evaluations. Additionally, MSBA removed some details from this policy. The Essential Principles of Effective Evaluation is available on the DESE website. Likewise, the Missouri evaluation tools for librarians and counselors are also available on the DESE website. If at any time there are changes made to the Essential Principles of Effective Evaluation, it would not require a policy revision. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy GCN_ Evaluation of Professional Staff.pdf Policy GCN_ Evaluation of Professional Staff.pdf Move to approve Policy GCN: Evaluation of Professional Staff with the recommended changes. 3.15 Policy GDN: Evaluation of Support Staff DESCRIPTION: MSBA has revised this policy to align terminology with that used in MSIP 6. A “Comprehensive” School Improvement Plan is now called a “Continuous” School Improvement Plan in section L3 of the MSIP 6 Standards and Indicators. MSBA recommends this revision so that classified staff are evaluated on a regular basis because MSIP 6 requires districts to have an “effective evaluation process for all employees” and further states that “personnel evaluations are to be comprehensive, performance-based, and aligned with state standards”. Additionally, MSBA removed some of the details in the policy to allow professionally trained administrators to determine the appropriate evaluation process and structure. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy GDN_ Evaluation of Support Staff.pdf Policy GDN_ Evaluation of Support Staff.pdf Move to approve Policy GDN: Evaluation of Support Staff with the recommended changes. 3.16 Policy GBAA: Staff Extra Duty Assignments DESCRIPTION: District administration recommends omitting the “Compensated Extra-Duty Positions” and “Occasional or Sporadic Duties” sections currently included at the end of the policy. These sections address Board approval, compensation, and assignment of compensated extra duties. The administration believes these sections are unnecessary because the earlier portions of the policy already establish the expectations and procedures for extra-duty assignments for both professional and support staff. Specifically, the policy already provides that extra-duty assignments are compensated through the District’s part-time temporary employment compensation structure; employees appointed to extra-duty positions are recommended by the superintendent or designee and approved by the Board; employees receive written notification of the assignment, duration, and compensation; and compensation may be provided through stipends or, for certain irregular or infrequent assignments, at an hourly rate. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy GBAA_ Staff Extra Duty Assignments.pdf Policy GBAA_ Staff Extra-Duty Assignments.pdf Move to approve Policy GBAA: Staff Extra-Duty Assignments with the recommended changes. 3.17 Policy GCPA: Reduction in Professional Staff Work Force DESCRIPTION: The proposed revisions significantly update and simplify the introductory language of the policy. The current policy focuses primarily on placing teachers on unrequested leaves of absence when reductions are necessary. The revised language establishes a broader framework for addressing staffing reductions across the District while maintaining the specific legal requirements applicable to teachers. CONTACT: Dr. Kelly Sollberger, Assistant Superintendent of Human Resources 093026 Exec Summary Policy GCPA_ Reduction in Professional Staff Work Force .pdf Policy GCPA_ Reduction in Professional Staff Work Force (1).pdf Move to approve Policy GCPA: Reduction in Professional Staff Work Force with the recommended changes. 3.18 Policy IA: Instructional Goals, Priorities and Objectives DESCRIPTION: MSBA is recommending that the District rescind Policy IA as the information contained in the policy is discussed in more detail in Policy ADF (District Wellness Program), IGA (Basic Instructional Programs), IGAD (Career and Technical Education) and JHD (Student Counseling Program). CONTACT: Dr. Milena Garganigo, Assistant Superintendent of Teaching & Learning 093026 Exec Summary Policy IA_ Instructional Goals, Priorities and Objectives.pdf Policy IA_ Instructional Goals_Priority Objectives (1).pdf Move to approve Policy IA: Instructional Goals, Priorities and Objectives with the recommended changes. 3.19 Policy CBE: Superintendent's Development Opportunities DESCRIPTION: MSBA is providing the option for the District to adopt this new policy. They are recommending that districts have a policy about the superintendent’s professional learning. Policy GCL has language specific to all administrators, including the superintendent already embedded in that policy’s language. CONTACT: Dr. Milena Garganigo, Assistant Superintendent of Teaching & Learning 093026 Exec Summary Policy CBE_ Superintendent's Development Opportunities.pdf Policy CBE_ Superintendent's Development Opportunities.pdf Move to reject the recommendations from MSBA for Policy CBE at this time. 3.20 Policy GCL: Professional Staff Development Opportunities DESCRIPTION: MSBA is recommending that the District make changes to Policy GCL to update language used in the Missouri School Improvement Program (MSIP) to refer to the District Improvement Plan now as the Continuous School Improvement Plan (CSIP) instead of Comprehensive School Improvement Plan. In addition, the policy absorbs language from Policy GCDQ about participation in professional organizations and more clearly outlines the role of the District Professional Development Committee. CONTACT: Dr. Milena Garganigo, Assistant Superintendent of Teaching & Learning 093026 Exec Summary Policy GCL_ Professional Staff Development Opportunities.pdf Policy GCL_ Professional Staff Development Opportunities.pdf Move to approve Policy GCL: Professional Staff Development Opportunities with the recommended changes. 3.21 Policy GDL: Support Staff Development Opportunities DESCRIPTION: MSBA is recommending that the District make changes to Policy GDL to update language used in the Missouri School Improvement Program (MSIP) to ensure the Continuous School Improvement Plan (CSIP) incorporates adult learning opportunities and that the District has learning applicable to all staff. Additionally, the recommended language includes that the Professional Learning Plan should include learning applicable to all (e.g. intruder training, child abuse training, etc.). CONTACT: Dr. Milena Garganigo, Assistant Superintendent of Teaching & Learning 093026 Exec Summary Policy GDL_ Support Staff Development Opportunities.pdf Policy GDL_ Support Staff Development Opportunities.pdf Move to approve Policy GDL: Support Staff Development Opportunities with the recommended changes. 3.22 Policy DJF-2: Purchasing DESCRIPTION: MSBA has modified this policy based on changes in the guidance for purchases with federal funds. The changes will allow districts to streamline purchasing procedures for purchases under $50,000. MSBA has also added an exception to competitive purchasing that allows the district to contract with a representative to make purchases on behalf of the district. District policies will restrict competitive quotes to amounts within no less than $10,000 and no greater than $50,000. Any purchase anticipated to be greater than $50,000 will continue to follow request for proposal (RFP) procedures. CONTACT: Matt Norrid, Chief Financial Officer 093026 Exec Summary Policy DJF-2_ Purchasing.pdf Policy DJF-2_ Purchasing.pdf Move to approve Policy DJF-2: Purchasing with the recommended changes. 3.23 Policy JEC1: School Admissions DESCRIPTION: MSBA has updated this policy to align with Senate Bill 68 which requires districts to request additional education and discipline records to enroll a student. This includes records of any behavioral threat assessment and personal safety plan of the student if the student is currently subject to an active personal safety plan or has been subject to a personal safety plan in the previous 12 months. CONTACT: Dr. Cameron Poole, Assistant Superintendent of Equity and Student Services 093026 Exec Summary Policy JEC1_ School Admissions.pdf Policy JEC1_ School Admissions.pdf Move to approve Policy JEC1: School Admissionswith the recommended changes. 3.24 Policy JED: Student Absences and Excuses DESCRIPTION: MSBA has updated this policy to align with new legislation. MSBA has amended the language describing the legal standard that requires the school district to report educational neglect from a “reasonable suspicion” to a "reasonable cause to suspect,” which is more consistent with state statute. CONTACT: Dr. Cameron Poole, Assistant Superintendent of Equity and Student Services 093026 Exec Summary Policy JED_ Student Absences and Excuses.pdf Policy JED_ Student Absences and Excuses.pdf Move to approve Policy JED: Student Absences and Excuseswith the recommended changes. 3.25 Policy JFCJ: Weapons In School DESCRIPTION: MSBA has updated this policy to comply with Senate Bill 68 which requires school districts to regularly report to the Department of Elementary and Secondary Education all school safety incidents and credible school safety threats that involve a firearm, explosive, knife, or other weapon. MSBA also removed the provision about district storage of student firearms, made additional changes to better differentiate between weapons as defined and prohibited by the Missouri Safe Schools Act, and has provided districts more discretion to assign a consequence if the weapon does not fall under the definition of a weapon in the Missouri Safe Schools Act. CONTACT: Dr. Cameron Poole, Assistant Superintendent of Equity and Student Services 093026 Exec Summary Policy JFCJ_ Weapons in School.pdf Policy JFCJ_ Weapons in School.pdf Move to approve Policy JFCJ: Weapons In Schoolwith the recommended changes. 3.26 Policy JGF: Discipline Reporting and Records DESCRIPTION: MSBA has updated this policy to comply with Senate Bill 68. Changes include a requirement for the prosecutor, along with law enforcement, to notify school districts when students commit certain crimes. Districts may now use that information to deny educating a student if there is a substantial likelihood of danger to the safety of pupils or employees of the school district. Districts must report school safety incidents and credible threats to the Department of Elementary and Secondary Education.
