Prior to setting property tax rates, a public hearing is required. The purpose of the public hearing is to receive public comments to be considered in the process of setting tax rates. The Board of Education welcomes comments from residents of the School District of Clayton. A period for public comment is set aside for the Tax Rate Hearing. In an effort to provide an environment for effective public comment at meetings, the School District of Clayton Board of Education has adopted the following protocols for public comment:  Any person wishing to address the Board must complete the "request to speak card". The card must include the speaker’s name, complete current address, phone number, and e-mail. The District reserves the right to check speaker's identification.  Each speaker shall be allotted up to three minutes for the statement . At the discretion of the Board president prior to the beginning of the meeting, the time limit may be changed to accommodate the number of speakers.  While the Board does not directly respond to a speaker during public comment , the Board will address speakers in the following manner: The Board President may make clarifying remarks at the end of the public comment session to address any misstatements of facts. Public Comment 6.1 Public Participation at Board Meetings DESCRIPTION: The Board of Education welcomes comments from residents of the School District of Clayton. A period for public comment is set aside at each regular Board of Education meeting. In an effort to provide an environment for effective public comment at meetings, the School District of Clayton Board of Education has adopted the following protocols for public comment:  Any person wishing to address the Board must complete the electronic "request to speak card" on the iPad located inside the entrance to the boardroom . The card must include the speaker’s name, complete current address, phone number, e-mail, and topic they wish to address. The District reserves the right to check speaker's identification.  Each speaker shall be allotted up to three minutes for the statement . At the discretion of the Board president prior to the beginning of the meeting, the time limit may be changed to accommodate the number of speakers.  Speakers are not to address the Board concerning specific personnel issues at a meeting. A speaker will be immediately stopped from talking further if they speak about a personnel issue. Such issues should be addressed using the District’s established procedures for sharing concerns about school personnel and, if necessary, brought to the Board’s attention in private.  While the Board does not directly respond to a speaker during public comment , the Board will address speakers in the following manner: The Board President may make clarifying remarks at the end of the public comment session to address any misstatements of facts. Presentations 9.1 2026-2027 Special School District/School District of Clayton Partnership Agreement DESCRIPTION: The Board of Education is being asked to support the continuing partnership between the School District of Clayton and the Special School District (SSD) of St. Louis County in providing special education services. The partnership agreement is a commitment by both districts to a collaborative model with expectations in seven categories including: Staffing, Teaching, Learning, & Accountability/Professional Development, Collaboration of Responsibilities and Resources, Student Services, Data and Technology, Transportation, and Career and Technical Education. Action Items 10.1 2026 Property Tax Rate DESCRIPTION: Each year, property tax rates are required to be established in accordance with Missouri statutes using assessed valuation data supplied by the St. Louis County Assessor’s Office. Post Board of Equalization assessed valuation data available as of September 2026 was utilized to prepare the 2026 tax rate calculations. All data and calculations are reviewed by the State Auditor’s Office for accuracy and compliance with statutes. The District is preparing to issue an initial approximately $86 million of bonds under this voter-approved authority to provide funding for projects included in Proposition O. The budget is presented for approval at this meeting with the Board of Education. This partnership has been instrumental in the past in ensuring that students have access to Perkins approved Career and Technical Programs. This approval is required to continue to offer these services in the early childhood program. The Department of Elementary and Secondary Education has developed a Model Compliance Plan that, if adopted by the district, meets the compliance requirements for the state. This Model Compliance Plan is seen as reflective of best practice in special education delivery of services.
