III. OPEN FORUM This is the opportunity for the City Council to listen to comments from citizens concerning any matter of the city's business or any matter on which the City Council has control. Anyone wishing to address any aspect of a matter that is the subject of a public hearing scheduled for the same meeting shall confine any comments on that subject to the public hearing and not address that subject during an open forum. Each person addressing the City Council must complete and submit to the city clerk a speaker card containing the speaker's name, residential address and the subject upon which the speaker desires to speak. Each speaker is limited to three minutes to address the City Council during an open forum.
PUBLIC HEARING
1. Resolution – A Conditional Use Permit for State Bank located at 6369 Clayton Road. (Res. No. 2026-25) * A public hearing to allow for the proposed operation of a drive-through banking lane.
2. Resolution – A conditional Use Permit for Mr. Meyers Live and /vinyl Lounge located at 7931 Forsyth Boulevard. (Res. No. 2026-30) * A public hearing to allow for proposed operation of a bar and music lounge.
IV. CONSENT AGENDA All items within the Consent Agenda will be enacted by one motion of the City Council with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and will be considered separately.

NEW BUSINESS
1. Discussion on Automated License Plate Recognition (ALPR) Technology Policy *The Police Department will provide an update on recent changes to its Automated License Plate Recognition (ALPR) program. These changes include new access controls that limit system search capabilities based on an employee’s role and a reduction in the standard retention period for ALPR data from 30 days to 7 days. The City Council will also discuss the Department’s current practices for sharing ALPR information with other law enforcement agencies and whether additional restrictions should be implemented. 2. Ordinance – Appointment to the Board of Directors of the Daniele Community Improvement District (CID). (Bill No. 7175) *To consider the appointment.
3. Ordinance - An amendment to the 1995 agreement between the City of Clayton, and the Trustees of the Hillcrest Subdivision. (Bill No. 7176) *To consider an amendment to align with other subdivision (i.e. Claverach Park and Davis Place) monument agreements.
4. Ordinance – A Task Order Agreement with Jugo Plus Architects, LLC for a Hanley House Exterior Renovations Study. (Bill No. 7177) *To consider a Task Order Agreement, not to exceed $10,000, with Jugo Plus Architects, LLC to conduct a study for the Hanley House Exterior Renovations project and prepare the necessary construction and bid documents.
5. Ordinance – Collective Bargaining Agreement between the City of Clayton and the International Association of Fire Fighters, Local 2665. (Bill No. 7178)
VI. MEETING ADJOURNMENT The next regular meeting of the Clayton City Council will take place at 7:00 p.m. on Tuesday, October 13, 2026.
