PRESENTATION ON THE FY2025 AUDIT Victoria Dailey, CPA, Principal, Sikich, provided a presentation (available in the City Clerk’s office) on the FY2025 Audit.
EXECUTIVE SESSION – 6:54 p.m. Motion made by Councilmember Weyland-Smith that the Council hold a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, negotiation of a contract pursuant to Section 610.021(12) RSMO., and/or proprietary information pursuant to Section 610.021(15); and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Councilmember Waldman seconded.

A PUBLIC HEARING AND A RESOLUTION - A CONDITIONAL USE PERMIT FOR TRE CUORI GELATERIA RESTAURANT LOCATED AT 42 N. CENTRAL AVENUE
Mayor McAndrew opened the public hearing and requested proof of publication.
City Manager Gipson reported that this is a public hearing to consider an application for a Conditional Use Permit submitted by Lauren Talley of Cobalt Construction Consulting on behalf of Tre Cuori Gelateria, LLC d/b/a Tre Cuori, to allow for the operation of a restaurant.

The subject property is located at the southeast corner of the intersection between Maryland Avenue and North Central Avenue. The property has a zoning designation of Planned Unit Development (PUD). The site is developed with a six-story mixed-use building.
Tassia and Rafael Rezende, owners, addressed the Council to answer questions.
Mayor McAndrew closed the public hearing.
Motion made by Councilmember Buse to approve Resolution No. 2026-24, granting a Conditional Use Permit for 42 N. Central Avenue for Tre Cuori Gelateria. Councilmember Patel seconded.
The motion passed 7-0 on a voice vote.

City Attorney O’Keefe reads Bill No. 7168, first reading, an Ordinance Amending the Fiscal Year 2026 Budget and Appropriating Funds Pursuant Thereto by title only.
The motion passed unanimously (7-0) on a voice vote.

FY2026 FINANCIAL REPORT
Karen Dilber, Director of Finance, addressed the Council providing a summary of the FY2026 Financial report as provided in the Council packet.
AN ORDINANCE FOR A 2026 INTERGOVERNMENTAL AGREEMENT FOR THE CENTRAL CORE FIRE TRAINING DIVISION – WEBSTER GROVES
City Manager Gipson reported that the Central Core Cities—Brentwood, Clayton, Richmond Heights, and Maplewood—collectively operate the Central Core Fire Training Division (CCTD), a regional collaboration established to provide consistent, high-caliber fire service training across participating jurisdictions. The City of Shrewsbury also participating member of this training consortium. For the 2026 training cycle, the Webster Groves Fire Department has formally requested inclusion as an active participant in the program.
Chief Ernie Rhodes, Fire Department, addressed the Council to answer questions.
Councilmember Buse introduced Bill No. 7169, approving an Intergovernmental Agreement for the Central Core Fire Training Division authorizing the Webster Groves Fire Department’s participation to be read for the first time by title only. Councilmember Patel seconded.

City Manager Gipson reported that ordinance amends the City Code section pertaining to boards and commissions appointments and removals by adding two provisions related to attendance and discipline, up to and including removal. Note new revised draft at each dais for Council review. Councilmember Buse introduced Bill No. 7170, approving an amendment to Section 105.050, Boards and Commissions related to attendance requirements to be read for the first time by title only. Councilmember Patel seconded.

Anna Krane, Director, Planning and Development, addressed the Council to answer questions.
Bryan Scott, President of the St. Louis Food Truck Association, addressed the Council expressing his support and excitement for this initiative.
Motion made by Councilmember Buse to amend the ordinance to include requirements for the vendor(s) to provide “green-friendly” product materials. Councilmember Patel seconded.
