Agreement to Provide ECSE Services for 2025-2026 November 19, 2025
Summary The Board of Education is being asked to continue its support of the partnership between the School District of Clayton and Special School District in providing comprehensive support to special education students in the early childhood program. This partnership has been instrumental in the past in ensuring that students with special needs are able to access and benefit from the programs of the district.
Description of Agenda Item The School District of Clayton provides early childhood special education services to children identified as meeting criteria under IDEA. The needs of some students may require ECSE services beyond those available in the district. The Special School District has agreed to collaborate with partner districts to provide those specialized services, per the student’s IEP, under the terms of the proposed agreement. The agreement is renewed on an annual basis.
Background Information While the School District of Clayton provides special education services in our early childhood program, at times it is necessary to seek assistance from the Special School District in providing comprehensive services for students. Special School District can offer as needed specialized assistance in the following areas: Providing services for students who are deaf or hearing impaired; providing services for students who are blind or visually impaired; providing assistance for students with significant social-emotional concerns; providing consultative services in a variety of areas including assistive technology support for students. Special School District can report for state reimbursement any student who receives special education support. Additionally, funding for Clayton’s Early Childhood Special education program is provided through an annual grant with the state of Missouri.
Recommendation The partnership with Special Education allows for comprehensive services and support for special education students in the Clayton Early Childhood Special Education program. It is in the best interest of the program and its students to continue this partnership.
Motion (if action is required) That the Board of Education approves and accepts the agreement with the Special School District to provide Early Childhood Special Education Services as needed and within the parameters specified in the language of the agreement, during the 2025-2026 school year.
