Summary The Board of Education is being asked to consider a proposed 8% increase to substitute pay rates, beginning in the 2026-2027 school year.

Description of Agenda Item This proposal seeks to increase the current daily and long-term rates for substitutes by 8%. The rates of substitute pay were last increased in 2023. Out of the 26 Ed Plus Districts and Charter Schools, Clayton’s current substitute pay is 13th for the daily rate. This adjustment is necessary to ensure the District remains competitive with market districts and we recruit and retain highly qualified substitutes, which includes our Clayton retiree teachers.

The District continues to prioritize high-quality instruction and values its substitutes—particularly its retired teachers—for the stability and expertise they bring to the classroom. Implementing a more robust approach to substitute compensation directly supports the instructional needs of our buildings and provides essential learning support for students at all levels. .
