City Council In-Person and virtual Meeting June 23, 2026 7:08 p.m.

MINUTES

Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

In person: Becky Patel, Gary Feder, Jeff Yorg, Kami Waldman, Betsy Meyland-Smith, and Mayor Bridget McAndrew.

Staff: City Manager Gipson, City Attorney Lumley, City Clerk Frazier, and Assistant City Manager Burr

AN ORDINANCE AMENDING SECTION 405.390 AND REPEALING AND REPLACING, ARTICLE X PLANNED UNIT DEVELOPMENT DISTRICT OF CHAPTER 405 TO ADD NEW DEFINITIONS AND ESTABLISH NEW REGULATIONS

Mayor McAndrew opened the public hearing and requested proof of publication.

City Manager Gipson reported that a public hearing was held by the City Council on May 26, 2026, to consider the PUD regulations and solicit public comments. The City Council voted to continue this item at tonight’s meeting, allowing staff to provide additional information for consideration. Several items discussed include definitions of the LEED certification levels and requiring gold versus silver; identifying preservation of existing buildings as a priority; identifying canopy coverage as a benefit and better differentiating green infrastructure and extraordinary landscaping benefit options; opportunities for earlier feedback or communication on projects from the Mayor and City Council; and requiring white-box of CEA spaces.

Anna Krane, Director of Planning, addressed the Council providing a PowerPoint presentation outlining items of discussion.

Motion made by Councilmember Patel to amend Bill No. 7156.1, by adding that “the project must meet the latest adopted version of LEED as of the application to the City” requirements. Councilmember Feder seconded.

The motion passed unanimously on a voice vote (6-0).

Mayor McAndrew closed the public hearing.

Councilmember Patel introduced Bill No. 7156.1, approving an amendment to Section 405.390, Article X, Planned Unit Development District to add new definitions and establish new regulations as amended to be read for the first time by title only. Councilmember Feder seconded.

City Attorney Lumley reads Bill No. 7156.1 first reading, an Ordinance Amending Chapter 405 of the Clayton City Code to Add New Definitions and Adopt New Regulations for Planned Unit Development Districts as amended by title only.

The motion passed unanimously on a voice vote (6-0).

Motion made by Councilmember Patel that the Council give unanimous consent to consideration for adoption of Bill No. 7156.1 on the day of its introduction. Councilmember Feder seconded.

The motion passed unanimously (6-0) on a voice vote.

Councilmember Waldman noted that she was not in attendance at the June 9 meeting as stated in the minutes.

Motion made by Councilmember Patel to approve the Consent Agenda. Councilmember Feder seconded.

AN ORDINANCE TO CONSIDER THE 1ST & 2ND QUARTER AMENDMENTS TO THE FISCAL YEAR 2026 BUDGET

Karen Dilber, Director of Finance, addressed the Council providing a summary of the proposed amendments as reported in the Council packet.

Councilmember Patel introduced Bill No. 7162, approving the 1st and 2nd Quarter FY26 Budget Amendments to be read for the first time by title only. Councilmember Feder seconded.

City Attorney Lumley reads Bill No. 7162, first reading, an Ordinance Amending the Fiscal Year 2026 Budget and Appropriating Funds Pursuant Thereto by title only.

The motion passed unanimously (6-0) on a voice vote.

AN ORDINANCE FOR A CONTRACT WITH TRAMAR CONTRACTING, INC. FOR THE PAVEMENT MARKING FY2026 PROJECT

City Manager Gipson reported that the Public Works Department is requesting approval of a construction contract for the Pavement Marking FY2026 project with TraMar Contracting, Inc. This project includes refreshing existing pavement markings throughout the City of Clayton, as well as additions to the bicycle lane markings on Maryland Avenue.

Two bids were opened on May 29, 2026, with TraMar Contracting, Inc. submitting the lowest bid. Since then, staff has reduced the scope of the project by removing specific line items which will be performed by the City’s Public Works Operations staff.

Recommendation is to approve the ordinance authorizing a contract with TraMar Contracting, Inc. in the amount of $80,013.73 plus a contingency of $4,000.00, totaling $84,013.73 for the Pavement Marking FY2026 project. Matt Malick, Director of Public Works, addressed the Council to answer questions. Councilmember Patel introduced Bill No. 7163, approving a contract with TraMar Contracting, Inc. for the Pavement Marking Project to be read for the first time by title only. Councilmember Feder seconded.

Motion made by Councilmember Weyland-Smith that the Council hold a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, negotiation of a contract pursuant to Section 610.021(12) RSMO., and/or proprietary information pursuant to Section 610.021(15); and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Councilmember Waldman seconded.

The motion passed on a roll call vote: Councilmember Patel – Aye; Councilmember Feder – Aye; Councilmember Yorg – Aye; Councilmember Waldman – Aye; Councilmember Meyland-Smith – Aye; and Mayor McAndrew – Aye.

There being no further regular discussion, the City Council adjourned at 8:28 p.m.
