1. Call to Order
Information, Procedural: 1.01 Statement of Adequate Notice, Pledge of Allegiance 
The working session of the Board of Education was called to order at 7:02 p.m. via the virtual platform Zoom due 
the novel coronavirus pandemic.   
2. Public Comment on the Tax Rate
Information: 2.01 Public Comments - 2020 Tax Rate 
There were no patron comments regarding the tax rate. 
3. Tax Rate Hearing
Information: 3.01 Tax Rate 
MaryJo Gruber, Chief Financial Officer, provided the board with a report on the current tax rate. 
4. Approval of the Tax Rate
Action: 4.01 Approval of 2020 Tax Rate 
That the Board of Education adopt the tax rates by category as presented with the blended tax rate for the School 
District of Clayton for 2020 in the amount of $4.4134 to be distributed with a Special Revenue Fund rate of $2.3530, 
General Fund rate of $1.2499, Capital Projects rate of $0.1875 and Debt Service Fund rate of $0.6230. 
Motion by Gary Pierson, second by Amy Rubin.

6. Call to Order
Procedural: 6.01 Statement of Adequate Notice  
The working session meeting of the Board of Education was called to order via the online platform Zoom due to 
the novel coronavirus pandemic at 7:16 p.m. 
7. Recognizing Our Own
Information: 7.01 Clayton High School - National Blue Ribbon School 
Dr. Sean Doherty, Superintendent, recognized Clayton High School for being named as a National Blue Ribbon 
School and thanked everyone for their hard work that was involved in making this possible. The following Clayton 
High School administration were in attendance: Mr. Dan Gutchewsky, Principal, Steve Hutson, Athletic Director, 
and T'Shon Young, Coordinator of Athletics and Activities were present for this recognition. Assistant Principals, 
Janelle Danskey and Regina Moore, who were unable to attend, were recognized.   
8. Superintendent Communications
Information: 8.01 Superintendent Communications 
Dr. Sean Doherty, Superintendent, presented an update to the Board and our community around the Return to 
Learn plan to start bringing our elementary students gradually back into the schools. Cameron Poole, Director of 
Equity and Inclusion, presented an update to our equity work. 
9. Student Representative to the Board
Information: 9.01 Student Representative to the Board of Education - Update 
Kaitlyn Tran, Student Representative to the Board, presented information on how tests are being taken at the high 
schools during this virtual learning phase of school, about music department classes online and meeting with the 
high school district advisory council.  
10. Study Items
Study, First Reading: 10.01 First Reading - Policy ACA - Sexual Harassment 
Policy ACA - Sexual Harassment was presented for a first reading and review. District lawyer, Michelle Basi, from 
Tueth Keeney, was present to answer board member's questions pertaining to this policy. Michelle entered the 
meeting at 8:02 p.m., and left the meeting at 8:25 p.m. 
Study, First Reading: 10.02 First Reading - Policy GBAD Telework 
Tony Arnold, Assistant Superintendent of Human Resources, presented Policy GBAD Telework for a first reading 
and answered questions from the board.

11. Information Items
Information: 11.01 2020-2021 Curriculum Review Cycle 
Milena Garganigo, Assistant Superintendent of Teaching and Learning, presented the curriculum review cycle for 
2020-2021 and changes in the way this will be presented to the Board this year. 
12. Action Items
Action: 12.01 2021 Employee Benefit Plan Renewal 
That the Board of Education approve the carrier recommendations and respective rates representing an overall 
increase of 3.8% for the 2021 calendar year as presented and authorize administration to negotiate and execute 
contracts for the same.

Action: 12.02 2020-2021 Budget Revision 
That the Board of Education approve the 2020-2021 budget revision requesting a $555,300 increase to the 2020-
2021 Capital Fund operating expense for the installation of a needlepoint bipolar ionization system and a $43,700 
increase to the 2020-2021 Capital Fund operating revenue for the reimbursement of the Center of Clayton’s 
portion. 
Motion by Gary Pierson, second by Amy Rubin.

Information: 14.01 Public Participation at Board Meetings 
We had one public comment from Becky Patel regarding public comments during the meeting and the anti-
racism/anti-bias in the district. 
15. Board Communications
Information: 15.01 Board Calendar, Committee, Community and Liaison Reports 
Stacy Siwak attended the SSD meeting as board representative and the district held town halls for families and is 
working on a new strategic plan. She also provided feedback from the MSBA Annual Conference breakout sessions. 
Kimberly Hurst attended the Clayton Education Foundation and they are working with Varsity Tutors to help school 
districts and their Hall of Fame, and will be postponing the teacher grants until later in the year.
