MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD August 1, 2022 CITY HALL CHAMBERS/ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 07/05/2022 and 07/18/2022
Carolyn Gaidis motioned to approve as submitted. Ira Berkowitz seconded the motion. The Board approved unanimously
OLD BUSINESS 1. 7601 WESTMORELAND AVENUE - Architectural Review – Exterior Alteration Consideration of a request by Schuyler Halverson, Applicant/Owner, for review of exterior siding repair and replacement on a single-family residence. Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: A. The applicant shall select a siding material other than vinyl. ARB discussed the project with the applicant who was available to answer questions. Carolyn Gaidis motioned to approve a modification of the Architectural Review Guidelines to allow for vinyl siding at the subject property and to approve the project as submitted. Bob Denlow seconded. The Board approved unanimously.
NEW BUSINESS
1. 41 ABERDEEN – Architecture Review – Residential Addition Consideration of a request by Genevieve Caffrey, Applicant/Owner, for review of a two-story rear addition and replacement of the existing detached garage.
Ryan Helle provided a summary of the staff report. Staff recommended to approve with the following conditions: 1. The concrete driveway shall be Meramec sand and gravel or another material as allowed by the Residential Driveway Guidelines. 2. The railroad tie retaining walls in the front yard shall be replaced with a material conforming to the Residential Retaining Wall Guidelines. 3. The site plan shall be revised to reduce the lot coverage to a maximum of 55 percent of the lot. ARB and the applicant discussed the proposal. Carolyn Gaidis motioned to approve with the following conditions: 1. The concrete driveway shall be Meramec sand and gravel or another material as allowed by the Residential Driveway Guidelines. 2. The railroad tie retaining walls in the front yard shall be replaced with a material conforming to the Residential Retaining Wall Guidelines. 3. The plan shall be revised to reduce the lot coverage to the existing lot coverage so long as the total lot coverage does not exceed 60 percent. So by way of explanation, the lot coverage shall be the lesser of: 1) the percentage of the existing lot coverage; or 2) 60 percent. Bob Denlow seconded the motion. The Board approved unanimously.
