MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD August 15, 2022 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

Carolyn Gaidis motioned to approve as submitted. Bob Denlow seconded the motion. The Board approved unanimously

OLD BUSINESS 1. 750 WENNEKER DRIVE – Architecture Review – Renewable Energy Systems Consideration of a request by Bryan Law, Applicant, on behalf of James Zeng, Owner, for alternative compliance to allow the use of solar panels on the street-facing side of the home’s roof. Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted ARB discussed the project with the applicant who was available to answer questions. Carolyn Gaidis motioned to approve for alternative compliance as submitted. Bob Denlow seconded the motion. The Board approved unanimously.

NEW BUSINESS

1. 6464 ELLENWOOD AVENUE – Architecture Review – New Accessory Structure Consideration of a request by Kristen Glascock, Applicant, on behalf of Abby and Michael Goldstein, Owners, for review of a new detached garage and screened in porch.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted.

ARB discussed the project with the applicant, the architect representing the property owner, who was able to answer questions. Items discussed included a retaining wall, drainage, landscaping, and roofing materials. Carolyn Gaidis motioned to approve on the condition that a stormwater drainage plan be submitted to the city prior to the issuance of a building permit. Bob Denlow seconded the motion. The board approved unanimously.

2. 8027 FORSYTH BOULEVARD – Architecture Review – Exterior Alteration Consideration of a request by Scott Haley, Applicant, for the review of design revisions to the exterior corners of the Forsyth Pointe parking structure.

Anna Krane provided a summary of the staff report and recommended approval as submitted.

ARB discussed the item with the applicant and several other representatives. The project representatives provided a presentation, displayed samples, and discussed the architectural revisions. Ira Berkowitz motioned to approve on the condition that the proposed lighting for the corner shall only operate in accordance with an approved architectural lighting plan and such plan shall be approved by the planning commission. Carolyn seconded the motion. The board approved unanimously.

3. 337 NORTH FORSYTH BOULEVARD – Site Plan Review – New Single-Family Home Consideration of a request by Scott Mehlman of Mehlman Brothers Development, Applicant, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation for approval on the following conditions: 1. The applicant shall address outstanding comments from the City’s contracted SWPPP reviewer prior to issuing of construction permits. 2. The tree protection fencing shown on the demolition and SWPPP shall be revised based on comments from the City’s contracted landscape reviewer to remove grading and construction operations from within the tree protection zone of street trees. 3. To ensure the future maintenance and operation of the dry well, the applicant shall record the approved site plan with St. Louis County and submit proof of recording to the City prior to the issuance of a building permit. ARB discussed the item with two project representatives who provided visuals for the board to review. Carolyn Gaidis motioned to approve on the condition that the invasive tree species, Creeping Jenny and Vinca, be removed from the plan and that all other staff conditions be met. Bob Denlow seconded the motion. The board approved unanimously.

4. 337 NORTH FORSYTH BOULEVARD – Architecture Review – New Single-Family Home Consideration of a request by Scott Mehlman of Mehlman Brothers Development, Applicant, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report and recommended approval on the condition that the faux dormers not be constructed.

ARB discussed the project with two project representatives who provided visuals for the board to review. Carolyn Gaidis motioned to approve with a modification of the staff recommendation, to approve for alternative compliance from the urban design district regulations to approve the dormers with a design modification to change from the curved topping to a hip roof design and to respace maintaining the center window as shown with the north side to align with the second floor

window below and the south dormer being equal distance of the spacing of the north dormer, and that no space shall be occupied on the third floor. Bob Denlow seconded the motion. The board approved unanimously.

5. 8104 PERSHING AVENUE – Site Plan Review – Residential Addition Consideration of a request by Steve Hunsicker, Applicant, on behalf of Mark & Cheryl Redohl, Owners, for review of a new two-story deck addition and replacement of the existing detached garage.

Anna Krane provided a summary of the staff report and recommended approval on the following conditions: 1. The two-story deck shall be revised to conform to setback requirements. 2. The site design shall be revised to conform to lot coverage requirements with a maximum of 55 percent coverage. ARB discussed the item with the architect and property owners. Lot coverage was the primary focus of the discussion. Council found that the applicants will need to revise their plan to meet coverage requirements. Carolyn Gaidis motioned to continue the item to a future meeting date (TBA) to allow the applicant to submit a revised plan. Bob Denlow seconded the motion. The board approved unanimously.

6. 8104 PERSHING AVENUE – Architecture Review – Residential Addition Consideration of a request by Steve Hunsicker, Applicant, on behalf of Mark & Cheryl Redohl, Owners, for review of a new two-story deck addition and replacement of the existing detached garage.

This item was continued to a future meeting with a date to be announced due to the Site Plan Review being continued.
