MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD SEPTEMBER 6, 2022 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

NEW BUSINESS

1. 103 LINDEN AVENUE – ARCHITECTURAL REVIEW – EXTERIOR ALTERATION Consideration of a request by Jack Oats, Applicant/Owner, for the review of the installation of a retaining wall in the front yard.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB discussed the item with the applicant. Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The Board approved unanimously.

2. 222 SOUTH CENTRAL AVENUE – ARCHITECTURAL REVIEW – EXTERIOR ALTERATION Consideration of a request by Jeff Jefferson, Applicant/Contractor, on behalf of 222 South Central LLC, Owner, for the review of a new patio and seating area.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB discussed the item and presented questions to the applicant. A representative from the project was present to discuss the item. Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The Board approved unanimously.

3. 301 GAY AVENUE – ARCHITECTURE REVIEW – SIGN SUBDISTRICT Consideration of a request by Bond Architects, Applicant, for the review of a proposed sign subdistrict.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB discussed the sign package with the applicant. Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The Board approved unanimously.

4. 400 SOUTH MERAMEC AVENUE – ARCHITECTURE REVIEW – SIGN SUBDISTRICT Consideration of a request by Bond Architects, Applicant, for the review of a proposed sign subdistrict.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB discussed the sign package with the applicant. Carolyn Gaidis motioned to approve as submitted. Ira Berkowitz seconded the motion. The Board approved unanimously.

5. 7447 WELLINGTON WAY – ARCHITECTURE REVIEW – SIGN SUBDISTRICT Consideration of a request by Bond Architects, Applicant, for the review of a proposed sign subdistrict.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB discussed the sign package with the applicant. Carolyn Gaidis motioned to approve as submitted. Bob Denlow seconded the motion. The Board approved unanimously.

6. 7801 FORSYTH BOULEVARD – ARCHITECTURE REVIEW – SIGN MODIFICATION Consideration of a request by Schott Schulte of Engraphix, Applicant, on behalf of M1 Bank, Owner, for the review of a sign modification.

The applicant for this item requested to table their application until the September 19th PC-ARB meeting. Carolyn Gaidis motioned to table the item to the next PC- ARB meeting. Bob Denlow seconded the motion.

7. 7533 WESTMORELAND AVENUE – SITE PLAN REVIEW – NEW SINGLE-FAMILY Consideration of a request by Jeffery Bernstein of Jeffery Homes, Applicant, on behalf of Steven and Andrea Rosenblum, Owners, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve on the condition that, to protect the future operation and maintenance of the dry well, the applicant shall record the approved site plan with St. Louis County and submit proof of recording to the City prior to the issuance of the building permit. Plan Commission discussed the item and presented questions to the applicant. A neighbor made a PowerPoint presentation detailing concerns regarding distance of the new house to their property. Bob Denlow motioned to approve with the staff recommendation. Helen DiFate seconded the motion. The Board approved four to one.

8. 7533 WESTMORELAND AVENUE – ARCHITECTURE REVIEW – NEW SINGLE- FAMILY Consideration of a request by Jeffery Bernstein of Jeffery Homes, Applicant, on behalf of Steven and Andrea Rosenblum, Owners, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the condition that the ribbon driveway shall be located along the side of the house and shall not extend into the front yard beyond the covered porch. ARB and the applicant discussed the item and asked questions. Bob Denlow motioned to approve with the staff recommendation. Helen DiFate seconded the motion. The Board approved unanimously.

9. 118 TOPTON WAY – SITE PLAN REVIEW – NEW SINGLE-FAMILY Consideration of a request by Michael Cyr of Forney Plus Architecture, LLC, Applicant, on behalf of Martha Weinstock, Owner, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve on the condition that all City and Contracted Review comments be addressed prior to the issuance of a building permit. ARB and the applicant discussed the item and asked questions. Carolyn Gaidis motioned to approve with the staff recommendation. Bob Denlow seconded the motion. The Board approved unanimously.

10. 118 TOPTON WAY – ARCHITECTURE REVIEW – NEW SINGLE-FAMILY Consideration of a request by Michael Cyr of Forney Plus Architecture, LLC, Applicant, on behalf of Martha Weinstock, Owner, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. ARB and the applicant discussed the item and asked questions. Carolyn Gaidis motioned to approve as submitted. Bob Denlow seconded the motion. The Board approved unanimously.

11. 128 AND 132 NORTH BRENTWOOD BOULEVARD – MINOR SUBDIVISION PLAT – LOT CONSOLIDATION Consideration of a request by Douglas Leipziger, Applicant, on behalf of Mono Suerte Trust, Owner, for the review of a lot consolidation of two lots to create one lot measuring 13,282 square-feet.

Ryan Helle provided a summary of the staff report with a recommendation to recommend approval to the Board of Aldermen with the following conditions: 1. That the applicant provides a mylar for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; 2. That the applicant files the plat with the St. Louis County Recorder of Deeds office and submit proof of filing to the City within 30 days of Board of Aldermen approval. The Plan Commission and the applicant discussed the item and asked questions. Bob Denlow motioned to approve with staff’s recommendation. Helen DiFate seconded the motion. The Board approved unanimously.
