MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD April 3, 2023 CITY HALL CHAMBERS/ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

Regular meeting of 3/20/2023
Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The motion carried unanimously.
NEW BUSINESS 1. 701 & 715 Glenridge Drive – Architectural Review – Alteration/Exterior Renovation Consideration of a request by Teressa Drake, applicant/owner on behalf of John Drake and Ran Mano for review of design and materials associated with a new fence along frontage.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Teressa Drake, applicant/owner, was in attendance. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
2. 7424 York Drive – Architectural Review – Renewable Energy Consideration of a request by Serra-Lesa Ivener, Applicant/Owner for the review of the installation of solar on an accessory structure.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Sara-Les Ivener, Applicant/Owner, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
3. 227 Crandon Drive – Architectural Review – New Single-Family Home Consideration of a request by Mark Mehlman, Applicant, on behalf of Michael J Silver, Owner, for review of design and material associated with a new single-family home.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Lauren Strutman, Applicant/Architect, was present. PC-ARB discussed the item. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
4. 227 Crandon Drive – Site Plan Review – New Single-Family Home Consideration of a request by Mark Mehlman, Applicant, on behalf of Michael J Silver, Owner, for Site Plan Review of a new single-family home.
Ryan Helle provided a summary of the staff report with a recommendation to approve on the following condition: 1. To ensure the protection and maintenance of the dry well, Staff recommends approval on the condition that the applicant shall record the approved site plan with St. Louis County and submit proof of the recording to the City prior to the issuance of a building permit. Lauren Strutman, Applicant/Architect was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following condition: 1. The applicant shall record the approved site plan with St. Louis County and submit proof of the recording to the City prior to the issuance of a building permit. Bob Denlow seconded the motion. The motion carried unanimously.
5. 21 & 21A Dartford Avenue – Architectural Review – New Single-Family Home Consideration of a request by Chris Pike, Applicant, on behalf of Robert Slavin, Owner, for review of design and material associated with a new single-family home.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1. The rear elevation shall be revised to be clad in a minimum of 75 percent brick. Chris Pike, Architect/Applicant was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried with five members voting to approve and two members voting to not approve.
6. 21 & 21A Dartford Avenue – Site Plan Review– New Single-Family Home Consideration of a request by Chris Pike, Applicant, on behalf of Robert Slavin, Owner, for Site Plan Review of a new single-family home.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The demolition plan and SWPPP sheets shall be updated to include the location and detail for the required construction fence and construction entrance, detail for the washdown station, and location of required tree protection for the existing street trees. 2. Inlet protection should be added for the inlet located adjacent to the site on the east side of Dartford Avenue. 3. Add a note on the SWPPP that the BMP shall be protected from sediment until such time as permanent vegetation has been established. Kenneth Schaeffler, Engineer, was present. PC-ARB discussed the item with the engineer. Carolyn Gaidis made a motion to approve with the following conditions:
1. OLD BUSINESS
Old business items 1 through 5 were continued from a previous agenda. The previously opened public hearing remained open. The items were discussed uniformly but voted on separately. Anna Krane provided a summary of the updated staff reports with recommendations to approve on the following conditions: PUD, RZ, & SPR 1. A streetscape plan shall be reviewed and approved by Public Works prior to commencing installation activities. 2. The parking spaces on level one that are reserved during bank hours must be labeled to clearly identify reserved hours versus public parking hours. 3. A minimum of three publicly accessible bicycle racks shall be located on or directly adjacent to the development. 4. Public art on the property shall include at a minimum a monumental piece in the pocket park and several complementary pieces along the South Bemiston Avenue sidewalk. A specific plan and rendering of the public art shall be submitted to the Public Art Advisory Committee and the Board of Aldermen for approval. In the event such artwork does not merit 3 points and the applicant does not make timely changes, the PUD development plan shall be reconsidered by the Board of Aldermen. 5. All signage shall comply with Chapter 425 Signage unless a separate sign district specifically for this project is developed and approved by the Architectural Review Board. 6. Lighting facilities shall comply with applicable City codes and shall be arranged in a manner which will protect roadways and neighboring properties from direct glare or other interference. Plat 1. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and
2. Approval of this Plat is concurrent with and intended solely to facilitate redevelopment of the subject properties as authorized by the Rezoning and Planned Unit Development Approval Ordinance (Ordinance No __) adopted concurrently herewith, which rezoning and PUD approval is subject to lapse and the time limit specified in the City’s Land Use Regulations, Section 405.1460. Accordingly, if the Plat approved hereby is not filed with the St. Louis County Recorder of Deeds prior to the deadline and the time limit applicable to the Rezoning and PUD Ordinance aforesaid the approval and authorization for filing of the Plat shall lapse and this Ordinance shall be of no further force and effect; and
3. That the applicant files the plat with the St. Louis County Recorder of Deeds office prior to application for construction or demolition permits for the property as approved under the Rezoning and Planned Unit Development Ordinance.
Joel Oliver, Chief Development Officer at Green Street, was present. He provided a presentation and discussed the updated applications with the PC-ARB. The public hearing closed at 19:14.
1. 48 South Bemiston Avenue, 7745 & 7751 Carondelet Avenue – Plan Commission - Rezoning Continuation of a public hearing considering a request by Philip Hulse of Green Street Bemiston Investors, LLC, Applicant/Owner, for review of rezoning the subject properties from High Density Commercial District to a Planned Unit Development.
Carolyn Gaidis mad e a motion to recommend approval to the Board of Alderman. Bob Denlow seconded the motion. The motion carried unanimously.
2. 48 South Bemiston Avenue, 7745 & 7751 Carondelet Avenue - Planned Unit Development – New Mixed-Use Continuation of a public hearing considering a request by Philip Hulse of Green Street Bemiston Investors, LLC, Applicant/Owner, for consideration of the terms and conditions of the proposed Planned Unit Development.
Carolyn Gaidis mad e a motion to recommend approval to the Board of Alderman. Bob Denlow seconded the motion. The motion carried unanimously.
3. 48 South Bemiston Avenue, 7745 & 7751 Carondelet Avenue - Architectural Review - New Mixed-Use Consideration of a request by Philip Hulse of Green Street Bemiston Investors, LLC, Applicant/Owner, for review of design and materials associated with a proposed mixed-use office, retail, and residential tower.
Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
4. 48 South Bemiston Avenue, 7745 & 7751 Carondelet Avenue - Site Plan Review – New Mixed- Use Consideration of a request by Philip Hulse of Green Street Bemiston Investors, LLC, Applicant/Owner, for site plan review of a proposed mixed-use office, retail, and residential tower.

5. 48 South Bemiston Avenue, 7745 & 7751 Carondelet Avenue – Plan Commission – Major Subdivision Plat Consideration of a request by Philip Hulse of Green Street Bemiston Investors, LLC, Applicant/Owner, for review of the consolidation of Lots 1, 2, 3, and 4, Block 13 of the Town (now City) of Clayton and widening of the east-west alley.
Carolyn Gaidis mad e a motion to recommend approval to the Board of Alderman. Bob Denlow seconded the motion. The motion carried unanimously.
