MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD May 1, 2023 CITY HALL CHAMBERS/ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

Regular meeting of 4/17/2023
Bob Denlow motioned to approve as submitted. Carolyn Gaidis seconded the motion. The motion carried unanimously.
PUBLIC HEARING 1. Renewable Energy Zoning Code Revisions - Text Amendment Consideration of proposed text amendments to Chapter 405, Article XXVIII Renewable Energy Systems to allow administrative review and approval of reduced roof-mounted solar panel setback in compliance with applicable Building and Fire Codes.
The public hearing opened at 17:33. Anna Krane provided a summary of the staff report. PC-ARB discussed the item with staff. The public hearing closed at 17:38. Bob Denlow made a motion to recommend approval to the Board of Alderman. Carolyn Gaidis seconded the motion. The motion carried unanimously.
OLD BUSINESS 1. 750 Wenneker Drive – Architectural Review – Residential Addition Consideration of a request by Charles Henry, Applicant, on behalf of James Zeng, Owner, for the review of design and materials associated with a residential addition.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions. 1. The applicant shall revise plans to identify locations of the drywell, proposed AC units, and existing AC units.
2. All AC units shall comply with screening and enclosure requirements. 3. The applicant shall revise the driveway to conform with the 10-foot width requirement where it meets the property line. 4. The applicant shall revise the front façade to replace the proposed siding with new or salvaged brick. 5. The applicant shall revise the north side façade to wrap brick along the garage portion of the addition. Charles Henry, applicant, was present. PC-ARB discussed the item with the applicant. Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Lori Hausladen, applicant/owner, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
2. 1 Carrswold Drive – Architectural Review – Alteration/Exterior Renovation Consideration of a request Zachary Baisch, Applicant, on behalf of Simon Brett, Owner, for review of design and materials associated with new fencing and exterior façade alterations.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Scott Pozzo was present on behalf of the application. PC-ARB discussed the item with the representative. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
3. 8129 Kingsbury – Architectural Review – Alteration/Exterior Renovation Consideration of a request by Brian Pfotenhauer, Applicant, on behalf of Victoria Logsdon, Owner, for review of design and materials associated with front yard alterations.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Lee Lamp was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
4. 19 Carrswold Drive – Site Plan Review – Accessory Structure Consideration of a request by Alvah Levine, Applicant, on behalf of Scott Sachtleben, Owner, for Site Plan Review of a new accessory structure.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. Additional plantings shall be added to the northern property line and around the west side of the accessory structure per the recommendation of the City’s contracted landscape reviewer. 2. Plans shall be updated to include the location of utility connections. Alvah Levine, Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following conditions:
1. Additional plantings shall be added to the northern property line and around the west side of the accessory structure per the recommendation of the City’s contracted landscape reviewer. 2. Plans shall be updated to include the location of utility connections. 3. Asphalt shall be permitted for the driveway reconstruction. Bob Denlow seconded the motion. The motion carried unanimously.
5. 19 Carrswold Drive – Architectural Review – Accessory Structure Consideration of a request by Alvah Levine, Applicant, on behalf of Scott Sachtleben, Owner, for review of design and materials associated with a new accessory structure.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. An alternative material conforming with the Architectural Guidelines shall be selected for the proposed HVAC screening. Alvah Levine, Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following conditions: 1. An alternative material conforming with the Architectural Guidelines shall be selected for the proposed HVAC screening. Bob Denlow seconded the motion. The motion carried unanimously.
6. 19 Carrswold Drive – Plan Commission – Residential CUP Consideration of a request by Alvah Levine, Applicant, on behalf of Scott Sachtleben, Owner, for review of a Residential Conditional Use Permit associated with an Accessory Dwelling Unit.
Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. All conditions of Chapter 405, Article II, Section 405.330, shall be adhered to. 2. The applicant shall record a deed restriction pursuant to item 3 under “Criteria for Review” and submit proof of the required deed restriction to the City prior to the issuance of a Building Permit. Alvah Levine, Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following conditions: 1. All conditions of Chapter 405, Article II, Section 405.330, shall be adhered to. 2. The applicant shall record a deed restriction pursuant to item 3 under “Criteria for Review” and submit proof of the required deed restriction to the City prior to the issuance of a Building Permit. Bob Denlow seconded the motion. The motion carried unanimously.
