MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD June 5, 2023 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

Regular meeting of 5/15/2023

Carolyn Gaidis motioned to approve as submitted. Helen DiFate seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 8133 Pershing Avenue– Architectural Review Board – Alteration/Exterior Renovation Consideration of a request by Jim Meyer, Applicant/Owner, for review of design and materials associated exterior alterations.

Hobie Kropp provided a summary of the staff report with a recommendation to approve as submitted. Jim Meyer, Applicant, was present. PC-ARB discussed the item with the applicant. Bridget McAndrew made a motion to approve as submitted. Carolyn seconded the motion. The motion carried unanimously.

2. 8000 Rosiline Drive – Architectural Review Board – Alteration/Exterior Renovation Consideration of a request by Bryan Sanger, Applicant/Owner/ for review of design and materials associated with reconstruction and repair of an existing deck.

Hobie Kropp provided a summary of the staff report with a recommendation to approve with the following conditions:

1. The applicant shall obtain a Building Permit for the deck and work with the Building Division to schedule the required inspections that were not performed due to work being completed without a permit. 2. The applicant shall include an as-built survey and revised deck plan that identifies impervious coverage, setbacks, and deck dimensions when applying for a Building Permit. 3. This approval does not modify, waive, or alter any other codes adopted by the City of Clayton, permits or inspection requirements related to the design and construction of the deck. Bryan Sanger, Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following conditions: 1. 3. 709 South Central Avenue – Architectural Review – Residential Addition Consideration of a request by Amanda and Mark Zaydman, Applicant/Owner, for review of design and materials associated with a residential addition.

Hobie Kropp provided a summary of the staff report with a recommendation to approve with the following condition: 1. Brick or brick veneer should be used along the bottom half of the proposed addition to match the existing brick on the house. Rochelle McAvin was present on behalf of the application. PC-ARB discussed the item with the applicant. Bridget made a motion to approve with the following condition: 1. Brick or brick veneer shall be used up to the bottom of the first-floor rear windows. Helen DiFate seconded the motion. The motion carried unanimously.

4. 55 Crestwood Drive – Sit Plan Review – New Single-Family Home Consideration of a request by Christopher Pike, Applicant, on behalf of Mark Rubin, Owner, for site plan review associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. Revise the inconsistencies between the architectural, civil and landscape plans including the number of AC units, retaining wall along the northside of the driveway, and front walkway. 2. Tree protection fencing shown on the demolition plan does not match the required location of protection fencing based on the size and type of tree. Revise the location of the fencing to match the landscape plan. Christopher Pike, Applicant, and Mark Rubin, Owner, were present. PC-ARB discussed the item with the applicant and owner. Carolyn Gaidis made a motion to approve with the following conditions: 1. Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Christopher Pike, Applicant, and Mark Rubin, Owner, were present. PC-ARB discussed the item with the applicant and owner. Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

6. 26 Brentmoor Park – Site Plan Review – Alteration/Exterior Renovation Consideration of a request by Allen Roehrig, Applicant, on behalf of Fox, Owner, for site plan review associated with exterior alterations, landscaping, and regrading.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1. Any outstanding comments provided by Public Works shall be addressed in revised plans as part of the Building Permit process. Allen Roehrig, Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve with the following condition: 1. New Business items 10-12 and Public Hearing items 1 and 2 New Business items 10-12 and Public Hearing items 1 and 2 were associated with a single project and discussed together. A public hearing was opened at 18:52. Ryan Helle provided a summary of the staff reports with following recommendations:

Architectural Review: A recommendation to approve as submitted. Plat: A recommendation to recommend approval to the board of alderman with the following conditions: 1. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and 2. Approval of this Plat is concurrent with and intended solely to facilitate redevelopment of the subject properties as authorized by the Rezoning and Planned Unit Development Approval Ordinance (Ordinance No __) adopted concurrently herewith, which rezoning and PUD approval is subject to lapse and the time limit specified in the City’s Land Use Regulations, Section 405.1460. Accordingly, if the Plat approved hereby is not filed with the St. Louis County Recorder of Deeds prior to the deadline and the time limit applicable to the Rezoning and PUD Ordinance aforesaid the approval and authorization for filing of the Plat shall lapse and this Ordinance shall be of no further force and effect; and 3. That the applicant files the plat with the St. Louis County Recorder of Deeds office prior to application for construction or demolition permits for the property as approved under the Rezoning and Planned Unit Development Ordinance. PUD, Rezoning, Site Plan Review: A recommendation to recommend approval to the board of alderman with the following conditions: 1. A streetscape plan shall be reviewed and approved by Public Works prior to commencing installation activities. 2. Public art on the property shall include at a minimum a monumental piece. A specific plan and rendering of the public art shall be submitted to the Public Art Advisory Committee and the Board of Aldermen for approval. In the event such artwork does not merit three points and the applicant does not make timely changes, the PUD development plan shall be reconsidered by the Board of Aldermen. 3. All signage shall comply with Chapter 425 Signage unless a separate sign district specifically for this project is developed and approved by the Architectural Review Board. 4. Lighting facilities shall comply with applicable City codes and shall be arranged in a manner which will protect roadways and neighboring properties from direct glare or other interference. 5. Public benefit 405.1380(B)(4) shall be revised to a minimum of two (2) affordable units and that determination of affordable should also be reached prior to approval by the Board of Alderman

Neil Chase, Mark Rubin, Jay Brockmeyer, and Joel Fouss were present on behalf of the project and gave a presentation. Public comments were heard from in-person and online participants. PC-ARB

discussed the item with the project representatives. The public hearing closed at 20:29. Motions for each of the items are detailed below.

10. 201-215 North Meramec Avenue & 8015 Pershing Avenue – Site Plan Review – New Mixed-Use Consideration of a request by Neil Chace, Applicant, on behalf of Keeley Properties, Owner, for site plan review of a proposed mixed-use retail and residential development.

Carolyn Gaidis made a motion to recommend approval to the Board of Alderman with the conditions identified in Public Hearing Item 2. Bridget McAndrew seconded the motion. The motion carried unanimously.

11. 201-215 North Meramec Avenue & 8015 Pershing Avenue – Architectural Review - New Mixed- Use Consideration of a request by Neil Chace, Applicant, on behalf of Keeley Properties, Owner, for review of design and materials associated with a proposed mixed-use retail and residential development.

Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

12. 201-215 North Meramec Avenue & 8015 Pershing Avenue – Plan Commission – Major Subdivision Plat Consideration of a request by Neil Chace, Applicant, on behalf of Keeley Properties, Owner, for the consolidation of Lots 1, 2, 3, and 7, Block 3, West Bemiston.

Carolyn Gaidis made a motion to recommend approval to the Board of Alderman with the following conditions: 1. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and 2. PUBLIC HEARING 1. 201-215 North Meramec Avenue & 8015 Pershing Avenue – Plan Commission - Rezoning Consideration of a request by Neil Chace, Applicant, on behalf of Keeley Properties, Owner, for review of rezoning the subject properties from R-4 Low Density Multiple-Family Dwelling District and C-2 General Commercial District to a Planned Unit Development.

Carolyn Gaidis made a motion to recommend approval to the Board of Alderman with the conditions identified in Public Hearing Item 2. Bridget McAndrew seconded the motion. The motion carried unanimously.
