MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD July 3, 2023 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 6/20/2023

Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 7452 Byron Place – Site Plan Review – New Single-Family Consideration of a request by Scott Mehlman, Applicant, on behalf of 7542 Byron Place LLC, Owner, for site plan review of a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1. To ensure future maintenance and protection of the drywell systems, the applicant shall record a deed restriction identifying the location and details of the system with the St. Louis County Recorder of Deeds and provide proof of recording with the Building Permit submission. Lauren Strutman, David Bowles, and Blair Mehlman were present on behalf of the application. PC- ARB discussed the item with the project representatives. Bob Denlow made a motion to approve with the following condition: 1. Ryan Helle provided a summary of with staff report with a recommendation to approve with the following condition: 1. If exposed aggregate is not used, the front path shall match the City standard pour with an 8.5 sack mix of meramec sand and gravel. Lauren Strutman, David Bowles, and Blair Mehlman were present on behalf of the application. PC- ARB discussed the item with the project representatives. Members of the public provided comment. Bob Denlow made a motion to approve with the following condition: 1. 3. 118 South Hanley Road – Plan Commission – General Conditional Use Permit Consideration of a request by Bob Pease of Agri-Genesis LLC, Applicant/Tenant, for review of a general conditional use permit to allow the operation of a marijuana dispensary facility.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval to the Board of Alderman. Neil Meyer, Duke Olinger, Chris Nelson, Antar Shafer, and Sean Carriger were present on behalf of the application. PC-ARB discussed the item with the project representatives. Bob Denlow made a motion to recommend approval to the Board of Alderman. Helen DiFate seconded the motion. The motion carried unanimously.
