MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD August 21, 2023 CITY HALL CHAMBERS/ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 8/7/2023
Bob Denlow motioned to approve as submitted. Helen DiFate seconded the motion. The motion carried unanimously.
NEW BUSINESS 1. 6377 Wydown Boulevard – Architectural Review – Exterior Alteration/Renovation Consideration of a request by Kristen Glascock, Applicant, on behalf of Matt Hall, Owner, for review of design and materials associated with exterior alterations.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Bryan Smith, Architect, was present on behalf of the application. PC-ARB discussed the item with the project representative. Bob Denlow made a motion to approve the application as submitted. Helen DiFate seconded the motion. The motion carried unanimously.
2. 735-741 Langton & 840, 853 Wenneker Drive – Architectural Review – Exterior Alteration/Renovation Consideration of a request by Dan Swidrack, Applicant, for review of design and materials associated with the installation of multiple chain-link fences.
Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Ryan Webelhuth was present on behalf of the application. PC-ARB discussed the item with the applicant. Public comment was provided. Bob Denlow made a motion to approve the application as submitted. Helen DiFate seconded the motion. The motion carried unanimously.
PUBLIC HEARING 1. 500 South Brentwood Boulevard – Plan Commission – Rezoning Consideration of a request by Bob Hagen, Applicant/Owner, for the rezoning of 500 South Brentwood Boulevard from R-5 Medium-Low Density Multiple Family Dwelling District. to C-1 Neighborhood Commercial District.
The public hearing opened at 17:43. Ryan Helle provided a summary of the staff report with a recommendation to recommend approval to the Board of Alderman on the condition that a final property survey be provided to staff. Bob Hagen, Applicant/Owner, was present on behalf of the application. PC-ARB discussed the item with the applicant. Public comment was provided. The public hearing closed at 17:50. Bob Denlow motioned to recommend approval of the application to the Board of Alderman on the condition that a final property survey be provided to staff. Helen DiFate seconded the motion. The motion carried unanimously.
2. Chapter 410, Article XV – Text Amendment – Entertainment Overlay District Consideration of a proposed text amendment to the City’s Land Use Code, Chapter 410 (Overlay and Urban Design Zoning Districts), Article XV Entertainment Overlay Zoning District
The public hearing opened at 17:51. Anna Krane provided a summary of the staff report with a recommendation to recommend approval to the Board of Alderman. PC-ARB discussed the item with staff. The public hearing closed at 18:13. Bob Denlow made a motion to recommend approval to the Board of Alderman. Helen DiFate seconded the motion. The motion carried with six votes in favor and one vote opposed.
OLD BUSINESS
Old Business items one through five are part of a singular project and were discussed jointly. The public hearing was continued from the previous meeting. Ryan Helle provided a summary of the staff reports with recommendations to approve each item with conditions identified per staff reports. Multiple representatives were present on behalf of the application. PC-ARB discussed the project with the representatives. The applicant requested an additional code deviation pertaining to parking requirements. PC-ARB discussed benefit point allocation and proposed modifications to the staff report Conditions of Approval. The public hearing closed at 18:49.
1. 7814 Forsyth Boulevard & 2-18 South Central Avenue – Site Plan Review – New Mixed-Use Consideration of a request by Jerod Thornton, Applicant, on behalf of Central Forsyth Partners LLC, Owner, for site plan review of the proposed Planned Unit Development.
Bob Denlow made a motion to approval with the conditions identified under Old Business Item 5. Helen DiFate seconded the motion. The motion carried unanimously.
2. 7814 Forsyth Boulevard & 2-18 South Central Avenue – Architectural Review - New Mixed-Use Consideration of a request by Jerod Thornton, Applicant, on behalf of Central Forsyth Partners LLC, Owner, for review of design and materials associated with the proposed Planned Unit Development
Bob Denlow made a motion to approval with the following condition: 1. The garage and alley murals shall be submitted to the Public Art Advisory Committee for review and approval prior to installation.
Helen DiFate seconded the motion. The motion carried unanimously.
3. 7814 Forsyth Boulevard & 2-18 South Central Avenue – Plan Commission – Major Subdivision Plat Consideration of a request by Jerod Thornton, Applicant, on behalf of Central Forsyth Partners LLC, Owner, for review of a Lot Consolidation Plat for the proposed Planned Unit Development.
Bob Denlow made a motion to approval with the following condition: 1. The tract description under the title shall be revised to note Lots 7-11 and remove reference to Lot 12; and 2. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and 3. That the applicant files the plat with the St. Louis County Recorder of Deeds office and submit proof of filing to the City prior to application for construction or demolition permits for the property as approved under the Rezoning and Planned Unit Development Ordinance. 4. Approval of this Plat is concurrent with and intended solely to facilitate redevelopment of the subject properties as authorized by the Rezoning and Planned Unit Development Approval Ordinance (Ordinance No __) adopted concurrently herewith, which rezoning and PUD approval is subject to lapse and the time limit specified in the City’s Land Use Regulations, Section 405.1460. Accordingly, if the Plat approved hereby is not filed with the St. Louis County Recorder of Deeds prior to the deadline and the time limit applicable to the Rezoning and PUD Ordinance aforesaid the approval and authorization for filing of the Plat shall lapse and this Ordinance shall be of no further force and effect. Helen DiFate seconded the motion. The motion carried unanimously.
4. 7814 Forsyth Boulevard & 2-18 South Central Avenue – Plan Commission - Rezoning Consideration of a request by Jerod Thornton, Applicant, on behalf of Central Forsyth Partners LLC, Owner, for review of rezoning the subject properties from High Density Commercial District to a Planned Unit Development.
Bob Denlow made a motion to recommend approval to the Board of Alderman with the conditions identified under Old Business Item 5. Helen DiFate seconded the motion. The motion carried unanimously.
5. 7814 Forsyth Boulevard & 2-18 South Central Avenue – Planned Unit Development – New Mixed Use Consideration of a request by Jerod Thornton, Applicant, on behalf of Central Forsyth Partners LLC, Owner, for consideration of the terms and conditions of the proposed Planned Unit Development.
Bob Denlow made a motion to recommend approval to the Board of Alderman with the following conditions: 1. Streetscape plan to be approved by Public Works prior to commencing installation activities. Irrigation tap and controller placement to be approved by the Public Works Superintendent. Location and spacing of street trees and street lights shall be approved by the city engineer. 2. Impacts of sidewalk closures and temporary pedestrian path requirements shall be evaluated by Public Works prior issuing a Demolition Permit and again prior to issuing a Building Permit 3. Public art on the property shall include at a minimum two murals as depicted on sheet A2-01 and a feature piece as the northwest corner as presented during the public hearing. A specific plan or rendering of the public art shall be submitted to the Public Art Advisory Committee and the
Board of Aldermen for approval. In the event such artwork does not merit 3 points and the applicant does not make timely changes, the PUD development plan shall be reconsidered by the Board of Aldermen. 4. All signage shall comply with Chapter 425. Signage, unless a separate sign district specifically for this project is developed and approved by the Architectural Review Board. 5. Lighting facilities shall comply with applicable City codes and shall be arranged in a manner which will protect roadways and neighboring properties from direct glare or other interference. 6. The EV chargers proposed on Forsyth Boulevard shall be relocated into the parking garage. 7. One additional bicycle rack shall be located adjacent to the development. 8. The space labeled “jazz club” on Level 00 as shown on sheet A1-01 shall be maintained for an entertainment use or live performance venue.
Helen DiFate seconded the motion. The motion carried unanimously.
