MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD September 5, 2023 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 8/21/2023

Helen DiFate motioned to approve as submitted. Kami Waldman seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 350 North Brentwood Boulevard – Architectural Review – Exterior Renovation Consideration of a request by Jane Sharp, Applicant, on behalf of Amy and Morey Blinder, Owners, for design and review of exterior alterations to the front porch.

Ryan Helle provided a summary of the staff report with a staff recommendation to approve as submitted. Chris Rhodes was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

2. 808 Francis Place – Site Plan Review – Residential Addition Consideration of a request by Richard Mayfield, Applicant/Owner, for Site Plan Review of a residential addition.

Item two was withdrawn from the agenda.

3. 808 Francis Place – Architectural Review – Residential Addition Consideration of a request by Richard Mayfield, Applicant/Owner, for review of design and materials associated with a residential addition.

Item three was withdrawn from the agenda.

4. 515 South Central Avenue – Site Plan Review – Residential Addition Consideration of a request by Christopher Pike, Architect, on behalf of Anne and Kevin Davis, Owners, for Site Plan Review of a residential addition.

Ryan Helle provided a summary of the staff report with a staff recommendation to approve with the following conditions: 1. The landscape plan depicts the existing dry creek and does not identify the proposed drywell and pop-up emitter. Coordinate the landscape and civil plans to ensure damage is not done to the root system of the existing trees to remain and that the drywell will function with the dry creek. 2. To ensure future maintenance and protection of the drywell, the applicant shall record a deed restriction identifying the location and details of the system with the St. Louis County Recorder of Deeds and provide proof of recording with the Building Permit submission. Chris Pike, Lauren Davis, and Sean Davis were present on behalf of the application. PC-ARB discussed the item with the project representatives. Neighbors provided comments regarding AC unit location and sound concerns. Bridget McAndrew made a motion to continue the application to the September 18th PC-ARB meeting to allow the applicants to consider AC unit sound mitigation revisions and to allow Public Works to review and provide a statement on the impact of an easement on the property. Helen DiFate seconded the motion. The motion carried unanimously.

5. 515 South Central Avenue – Architectural Review – Residential Addition Consideration of a request by Christopher Pike, Architect, on behalf of Anne and Kevin Davis, Owners, for review of design and materials associated with a residential addition.

Ryan Helle provided a summary of the staff report with a staff recommendation to approve with the following conditions: 1. The rear and both side facades shall be revised to include brick or a brick veneer comprising at least 75 percent of the façade. 2. Front yard paving shall match the city standard, pour with an 8.5 sack mix of meramec sand and gravel. Chris Pike, Lauren Davis, and Sean Davis were present on behalf of the application. PC-ARB discussed the item with the project representatives. PC-ARB discussed the topic of façade material composition and requested that the applicants consider revision. Bridget McAndrew made a motion to continue the application to the September 18th PC-ARB meeting to allow the applicants to consider façade material revisions. Helen DiFate seconded the motion. The motion carried unanimously.
