MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD November 20, 2023 CITY HALL CHAMBERS/ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 11/06/2023
Bridget McAndrew made a motion to approve as submitted. Helen DiFate seconded the motion. The motion carried unanimously.
OLD BUSINESS 1. 600 West Polo Drive – Site Plan Review – New Single-Family Residential (00:02:00) Consideration of a request by Storm Clarry, Applicant, on behalf of Rachel and Daniel Shlien, Owner, for Site Plan Review of a new single-family home.
Anna Krane provided a summary of the staff report with a recommendation to approve with the following conditions: 1) The applicant shall coordinate with Public Works regarding the replacement of the street tree proposed to be removed. Confirmation of a replacement plan shall be provided prior to issuance of a building permit. 2) To ensure future maintenance and protection of the flo-wells and stormwater storage beds, the applicant shall record a deed restriction identifying the locations and details of the system with the St. Louis County Recorder of Deeds and provide proof of recording with the Building Permit submission. 3) The new electrical service shall be located underground. The location will be verified under the Building Permit and may require shifting or relocation of trees. Multiple representatives were present on behalf of the project. James Jamieson presented the project to PC-ARB. PC-ARB discussed the item with project representatives. Carolyn Gaidis made a motion to approve with the following conditions:

Anna Krane provided a summary of the staff report with a recommendation to approve as submitted. Multiple representatives were present on behalf of the project. James Jamieson presented the project to PC-ARB. PC-ARB discussed the item with project representatives. Carolyn Gaidis made a motion to approve with the condition that the dormers be removed from the front façade. Bridget McAndrew seconded the motion. The motion carried unanimously.
NEW BUSINESS 1. 500 Corporate Park Drive - Architectural Review – Signage (01:43:30) Consideration of a request by Glenn Egart, Applicant, on behalf of Enterprise Mobility, Owner, for review of sign modifications.
Anna Krane provided a summary of the staff report with a recommendation to approve as submitted. Glenn Egart was present on behalf of the application. Pc-ARB discussed the item with the project representative. Carolyn Gaidis made a motion to recommend approval as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.
New Business items two through 6 were considered together and are part of a single project. New Business Items two through four were presented as a single staff report. (01:48:00)
2. PUBLIC HEARING - 111 & 121 South Meramec Avenue – Rezoning – New Mixed Use Consideration of a request by Michael Knight, Applicant, on behalf of Clayton City Ventures LLC, Owner, for review of rezoning the subject properties from High Density Commercial District to a Planned Unit Development.
3. PUBLIC HEARING - 111 & 121 South Meramec Avenue – Planned Unit Development – New Mixed Use Consideration of a request by Michael Knight, Applicant, on behalf of Clayton City Ventures LLC, Owner, for consideration of the terms and conditions of the proposed Planned Unit Development.
4. 111 & 121 South Meramec Avenue – Site Plan Review – New Mixed-Use Consideration of a request by Michael Knight, Applicant, on behalf of Clayton City Ventures LLC, Owner, for Site Plan Review of the proposed Planned Unit Development.
Anna Krane provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The streetscape plan is to be approved by Public Works prior to commencing installation activities. 2. Impacts of sidewalk closures and temporary pedestrian path requirements shall be evaluated by Public Works prior to issuing a Demolition Permit and again prior to issuing a Building Permit. 3. Public art on the property shall include at a minimum a sky art piece and an art canopy as depicted on sheet A6-00. A specific plan or rendering of the public art shall be submitted to the Public Art Advisory Committee and the Board of Aldermen for approval. In the event such artwork does not merit 3 points and the applicant does not make timely changes, the PUD development plan shall be reconsidered by the Board of Aldermen. 4. All signage shall comply with Chapter 425. Signage, unless a separate sign district specifically for this project is developed and approved by the Architectural Review Board. 5. Lighting facilities shall comply with applicable City codes and shall be arranged in a manner which will protect roadways and neighboring properties from direct glare or other interference. 6. The overall height of the northern tower may be increased to 25 stories and considered a minor adjustment per Section 405.1940(A)(1) so long as the total number of residential dwelling units does not increase, and the approved parking ratio is not decreased. 7. Occupancy of the commercial tenant space shall be achieved within six months of approval of residential occupancy for the development. The City Manager may approve a one-time extension of this deadline for a maximum of four months. Multiple representatives were present on behalf of the project. Anna Krane provided a summary of the staff report with a recommendation to approve with the following condition: 1. The public art components shall be submitted to the Public Art Advisory Committee and the Board of Aldermen for review and approval prior to installation. Multiple representatives were present on behalf of the project. PC-ARB discussed the items with the project representatives. Carolyn Gaidis made a motion to recommend approval with the following conditions: 1. The public art components shall be submitted to the Public Art Advisory Committee and the Board of Aldermen for review and approval prior to installation. 2. The applicant shall work with staff to further enhance the pedestrian experience along Bonhomme and Meramec, which could include changes or improvements to landscaping and art along the walls adjacent to the street. Bridget McAndrew seconded the motion. The motion carried unanimously.
6. 111 & 121 South Meramec Avenue – Major Subdivision Plat Consideration of a request by Michael Knight, Applicant, on behalf of Clayton City Ventures LLC, Owner, for review of a subdivision plat for the proposed Planned Unit Development.
Anna Krane provided a summary of the staff report with a recommendation to approve with the following conditions: 1. An access easement for the City garage loading dock shall be established prior to recording of the subdivision plat. 2. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and 3. Approval of this Plat is concurrent with and intended solely to facilitate redevelopment of the subject properties as authorized by the Rezoning and Planned Unit Development Approval Ordinance (Ordinance No __) adopted concurrently herewith, which rezoning and PUD approval is subject to lapse and the time limit specified in the City’s Land Use Regulations, Section 405.1460. Accordingly, if the Plat approved hereby is not filed with the St. Louis County Recorder of Deeds prior to the deadline and the time limit applicable to the Rezoning and PUD Ordinance aforesaid the approval and authorization for filing of the Plat shall lapse and this Ordinance shall be of no further force and effect; and 4. That the applicant files the plat with the St. Louis County Recorder of Deeds office prior to application for construction or demolition permits for the property as approved under the Rezoning and Planned Unit Development Ordinance. Multiple representatives were present on behalf of the project. PC-ARB discussed the items with the project representatives. Carolyn Gaidis made a motion to recommend approval with the following conditions: 1.
