MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD December 18, 2023 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

ALSO IN ATTENDANCE Ryan Helle, Planner Anna Krane, Planning Director Stephanie Karr, City Attorney

MINUTES Regular meeting of 11/20/2023

Bob Denlow made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 6341 Clayton Road – Architectural Review – Signage (00:01:00) Consideration of a request by Joseph Greco, applicant, for review of design and materials associated with a new ground sign.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the condition that an alternative finish be selected for the sign. Joseph Greco, applicant, was present. PC-ARB discussed the item with the applicant. Bob Denlow made a motion to recommend approval with the condition that an alternative finish be selected for the sign. Budget McAndrew seconded the motion. The motion carried unanimously.

2. 8318 Kingsbury Drive – Architectural Review – Alteration/Exterior Renovation Consideration of a request by Neal Gray, Applicant, on behalf of David and Mary Schwartz, Owners, for review of a new pool, spa, and surrounding patio.

3. 46 Hillvale Drive – Architectural Review – Residential Addition Consideration of a request by Simon Igielnik, Applicant/Owner, for review of design and materials associated with a new residential addition.

4. 25 Southmoor Drive – Site Plan Review – Residential Addition, New Garage, & Exterior Renovations (00:23:15) Consideration of a request by Tom McGraw, Architect, on behalf of Angela and Jeffrey Flotken, Owners, for Site Plan review of a proposed residential addition, new garage, and rear yard renovations.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: Staff recommends approval with the following conditions: 1. The applicant shall either revise the plan to comply with canopy coverage requirements or shall make a contribution to the city forestry fund at the rate identified in Section 405.4110.C.2 prior to the removal of trees on site and the issuance of a building permit. 2. Inlet protection shall be provided during construction for the following per the recommendations of the contracted SWPPP reviewer: a. the 12-inch yard drain with a traffic rated grate located in the southwest corner of the new driveway. b. The pool French drain. c. The next downstream street inlet on Southmoor Drive. Tom McGraw, Architect/Applicant, was present. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.
