MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD April 15, 2024 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 5:30 p.m. at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 04/01/2024

Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 7645 Shirley Drive – Architectural Review – Exterior Alteration (00:01:16) Consideration of a request by Jim Bischoff, Applicant, on behalf of Bryan and Deborah Lemoine, Owners, for review of design and materials associated with front yard fencing.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. No attendee was present on behalf of the application. PC-ARB discussed the application. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.

2. 122 South Hanley Road – Architectural Review – Signage (00:04:04) Consideration of a request by Chris Hodge, Applicant, on behalf of Waterway Gas and Wash Company, Owner, for review of design and materials associated with new signage.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Mike Goldman was present on behalf of the application. PC-ARB discussed the item with the project representative. Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.

3. 4 Forest Ridge Place – Site Plan Review – New Single-Family (00:07:51) Consideration of a request by Laurent Hedquist, Applicant, on behalf of Josephine Weil Revocable Trust, Owner, for Site Plan Review of a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition. 1. The applicant shall record a deed restriction noting the location and maintenance requirements of the flo-well system, and shall submit proof of the recording prior to issuance of a Building Permit. Jeff Gershman, Laurent Hedquist, James Timberlake, and Doug Leuzinger were present on behalf of the application. PC-ARB discussed the item with the project representatives. Public comment was provided. Carolyn Gaidis made a motion to approve with the following condition: 1. The applicant shall record a deed restriction noting the location and maintenance requirements of the flo-well system, and shall submit proof of the recording prior to issuance of a Building Permit. Bob Denlow seconded the motion. The motion carried unanimously.

Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.

5. 4 Forest Ridge Place – Conditional Use Permit – Accessory Dwelling Unit (00:49:45) Consideration of a request by Laurent Hedquist, Applicant, on behalf of Josephine Weil Revocable Trust, Owner, for review of a Conditional Use Permit for an Accessory Dwelling Unit.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval of the CUP to the Board of Alderman with the following conditions: 1. All conditions of Chapter 405, Article II, Section 405.330, shall be adhered to. 2. The applicant shall record a deed restriction pursuant to item 3 under “Criteria for Review” with the St. Louis County Recorder of Deeds office and submit proof of the required deed restriction to the City prior to the issuance of a Building Permit. Jeff Gershman, Laurent Hedquist, James Timberlake, and Doug Leuzinger were present on behalf of the application. PC-ARB discussed the item with the project representatives. Carolyn Gaidis made a motion to recommend approval of the CUP to the Board of Alderman with the following conditions: 1. All conditions of Chapter 405, Article II, Section 405.330, shall be adhered to. 2. The applicant shall record a deed restriction pursuant to item 3 under “Criteria for Review” with the St. Louis County Recorder of Deeds office and submit proof of the required deed restriction to the City prior to the issuance of a Building Permit. Bob Denlow seconded the motion. The motion carried unanimously.

6. 808 Francis Place – Site Plan Review – New Single-Family (00:52:16) Consideration of a request by Richard Mayfield, Applicant, on behalf of Platinum Homes Properties LLC, Owner, for Site Plan Review of a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1. The applicant shall include a tree protection plan, subject to the requirements of Article XXX, as part of the Building Permit submission.

Richard Mayfield present on behalf of the application. PC-ARB discussed the item with the project representatives. Carolyn Gaidis made a motion to recommend approval of the CUP to the Board of Alderman with the following conditions: 1. The applicant shall include a tree protection plan, subject to the requirements of Article XXX, as part of the Building Permit submission. Bob Denlow seconded the motion. The motion carried unanimously.

7. 808 Francis Place – Architectural Review - New Single-Family (00:57:04) Consideration of a request by Richard Mayfield, Applicant, on behalf of Platinum Homes Properties LLC, Owner, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Richard Mayfield was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis mad e amotion to approve with the following conditions: 1. The windows shall be an approved material. 2. The applicant shall be permitted to fill the requested window on the front façade. Bob Denlow seconded the motion. The motion carried unanimously.

8. 8136 University Drive – Site Plan Review – New Single-Family (01:04:19) Consideration of a request by Linda Clark, Applicant, on behalf of 8136 University LLC, Owner, for Site Plan Review of a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1. To ensure the future maintenance and operation of the dry well, the applicant shall record a deed restriction noting the location and maintenance requirements of the dry-well system, and shall submit proof of the recording prior to issuance of a Building Permit. Mike Thompson, Architect, and Jason Woods, Prospective Buyer, were present on behalf of the application. PC- ARB discussed the application with the project representatives. Public comment was provided. Carolyn Gaidis made a motion to approve with the following conditions: 1. To ensure the future maintenance and operation of the dry well, the applicant shall record a deed restriction noting the location and maintenance requirements of the dry-well system, and shall submit proof of the recording prior to issuance of a Building Permit. 2. The applicant shall add additional screening plantings at the rear of the garage. Bob Denlow seconded the motion. The motion carried with five votes in favor and one vote opposed.

9. 8136 University Drive – Architectural Review - New Single-Family (01:29:41) Consideration of a request by Linda Clark, Applicant, on behalf of 8136 University LLC, Owner, for review of design and materials associated with a new single-family home.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The landscape plan shall be revised to add additional taller plantings along the east side of the home. 2. The proposed screening and enclosure fence material shall be revised to conform to Architectural Review Guidelines. Mike Thompson, Architect, and Jason Woods, Prospective Buyer, were present on behalf of the application. PC ARB discussed the application with the project representatives. Carolyn Gaidis made a motion to table the application to a future meeting date to allow the applicant to clarify materials and consider revisions to the exterior. Bob Denlow seconded the motion. The motion carried unanimously.
