II. Minutes – Regular meeting of 11/03/2025 Minutes were presented from the meeting on November 3rd. Helen DiFate made a motion to approve the minutes as submitted. Susan Buse seconded the motion. The motion carried unanimously.

III. Open Forum No members of the audience elected to participate in the Open Forum.

IV. Business Matters

New Business 1. 8029 Rosiline Drive – Architectural Review – Residential Addition (00:01:32) Consideration of a request by Stephen Hollander, Applicant, on behalf of Karyn Murphy, Owner, for review of design and materials of a residential addition.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Steve Hollander, Applicant, and Karyn Murphy, Owner, were present on behalf of the application. PC-ARB discussed the proposal with the project representatives. Helen DiFate made a motion to approve with the condition that the siding will be Hardi. Susan Buse seconded the motion. The motion carried unanimously.

2. 7401 Maryland – Architectural Review – Exterior Alteration (00:09:54) Consideration of a request by Paul Bassett, Applicant, on behalf of Beth & Christoper Graviss, Owners, for review of design and materials of an exterior alteration.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Meg Blaies was present on behalf of the project. PC-ARB discussed the application with the project representative. Public comments were heard. Helen DiFate made a motion to approve with the condition that materials be presented to staff for approval Susan Buse seconded the motion. The motion carried unanimously.

3. 304 North Central Avenue - Plat Applications - Subdivision Plat (00:24:46) Consideration of a request by Nancy Georgen, Applicant/Owner, for review of Minor Subdivision Plat.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval of the application to the City Council with the following conditions: 1. The signature block shall be revised to reflect the current Mayor. 2. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after City Council approval. 3. That the applicant files the plat with the St. Louis County Recorder of Deeds office prior to approval of a building permit. 4. The applicant shall apply for a demolition permit for the primary structure on the subject property within six months of approval of the subdivision by the City Council. Nancy Georgen, Eric Vietmeier, Lauren Strutman, and Jeffrey Bernstein were present on behalf of the application. PC-ARB discussed the application with the project representatives. Public comments were heard. Helen DiFate made a motion to recommend approval of the application to the City Council with the following conditions: 1. 4. 304 North Central Avenue - Site Plan Review – New Residential (00:31:54) Consideration of a request by Jeffrey Bernstein, Applicant, on behalf of Nancy Georgen, owner, for Site Plan Review of a new single-family house.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The applicant shall provide a percolation test report conducted by a qualified geotechnical engineer. The report must assess the performance of the proposed drywell based on the anticipated impact of a 15-year, 20-minute storm event. Should the results indicate that the proposed drywell is insufficient to accommodate the stormwater runoff generated by this event, the applicant shall be required to upsize the drywell accordingly to ensure adequate performance and compliance with applicable stormwater management standards. 2. To ensure the future maintenance and operation of the dry-well drive, the applicant shall record a deed restriction noting the location and maintenance requirements of the dry-

well system and shall submit proof of the recording prior to issuance of a Building Permit. 3. The scope of the berm shall be reduced and Street Tree EX-04 will be retained. 4. The unused curb cut will be removed and restored as art of the tree lawn. Nancy Georgen, Eric Vietmeier, Lauren Strutman, and Jeffrey Bernstein were present on behalf of the application. PC-ARB discussed the application with the project representatives. Public comments were heard. Helen DiFate made a motion to recommend approval of the application to the City Council with the following conditions: 1. Helen DiFate made a motion to approve as submitted. Susan Buse seconded the motion. The motion carried unanimously.

6. 8145 University Drive - Site Plan Review – New Residential (01:21:53) Consideration of a request by Linda Clark, Applicant, on behalf of MRM Manlin Development Group, Owner, for Site Plan Review of a new single-family house.

Ryan Helle provided a summary of the staff report with a recommendation to continue the application to allow for revisions. Henry Huynh, Mike Thompson, and Linda Clark were present on behalf of the application. PC-ARB discussed the application with the project representatives. Helen DiFate made a recommendation to continue the application to an undetermined date to allow the applicant to make revisions. Susan Buse seconded the motion. The motion carried unanimously.

V. Public Hearing

1. Text Amendment – Commercial Zoning Regulations (02:12:24) A Rezoning and Text Amendment for revisions to the City’s Zoning Map and Land Use Code, Chapter 405, Articles XIX, XX, XXI, and XXII (Commercial and Service Zoning Districts) and Chapter 410, Articles V, XII-A, and XII-B (Overlay and Urban Design Districts), to consider adopting a Unified Development Code allowing mixed-use zoning, to establish definitions, regulations, and the boundary of the districts.

Ryan Helle provided a summary of changes from the previous meeting. PC-ARB discussed the changes. Public comments were heard. The public hearing closed at 8:00 p.m. Helen DiFate made a motion to recommend approval of the text amendment to the City Council as submitted. Susan Buse seconded the motion. The motion carried unanimously.
