II. Minutes – Regular meeting of 01/05/2026 Minutes were presented from the meeting on January 5th, 2026. Helen DiFate made a motion to approve the minutes as submitted. Susan Buse seconded the motion. The motion carried unanimously.

III. Open Forum (00:00:49) No members of the audience elected to participate in the Open Forum.

IV. Business Matters

NEW BUSINESS 1. 7701 Forsyth Boulevard – Plan Commission – Conditional Use Permit (00:01:15) Consideration of a request by Greg Gerber, Applicant, on behalf of Missouri Athletic Club, tenant, for review of a Conditional Use Permit to permit the operation of a private club with dining space, a lounge, a bar, meeting rooms, and a cigar lounge.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval of the CUP to the City Council as submitted. Chip Misch, Greg Gerber and Chris Herman were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to recommend approval of the CUP to the City Council as submitted. Susan Buse seconded the motion. The motion carried unanimously.

OLD BUSINESS 1. 8145 University Drive - Site Plan Review – New Residential (00:08:29) Consideration of a request by Linda Clark, Applicant, on behalf of MRM Manlin Development Group, Owner, for Site Plan Review of a new single-family house.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. Plans provided have been marked as preliminary and not signed/sealed as required per Section 405.1010, except for the landscape plans. Stamped/endorsed plans shall be provided for staff review and any modification shall be referred to the Plan Commission for consideration. 2. The applicant shall provide a groundwater evaluation and soils percolation test report conducted by a qualified geotechnical engineer prior to approval of a building permit. a. The report must assess the performance of the proposed flo-well based on the anticipated impact of a 15-year, 20-minute storm event. Should the results indicate that the proposed flo-well is insufficient to accommodate the stormwater runoff generated by this event, the applicant shall be required to upsize the drywell accordingly to ensure adequate performance and compliance with applicable stormwater management standards. b. The report must assess the whether the proposed flo-well system can infiltrate stormwater as intended without interference from groundwater conditions. Should the results indicate that groundwater elevation or soil conditions compromise flo-well performance, the applicant shall revise the stormwater management design accordingly. c. The report must assess basement groundwater conditions and the proposed sump pump system, including whether groundwater would require the sump pump to operate on a continuous or near continuous bases. Should the results indicate groundwater would result in continuous or near continuous operation, then the project shall be revised to mitigate the impact of the continuous discharge. 3. To ensure the future maintenance and operation of the flo-well, the applicant shall record a deed restriction noting the location and maintenance requirements of the well systems and shall submit proof of the recording prior to issuing of a Building Permit. 4. The applicant shall contribute to the city forestry fund compensatory with the requirements of Section 405.4110.C.2.A. Jamie Hudson, Linda Clark, and Mike Thompson were present on behalf of the application. The PC- ARB discussed the application with the project representatives. The PC- ARB discussed the application with the project representatives. Helen DiFate made a motion to approve as submitted. Susan Buse seconded the motion. The motion carried unanimously.

DISCUSSION SESSION 1. PC-ARB Annual Report (00:47:50) A discussion of a report of applications reviewed by the Plan Commission and Architectural Review Board for the 2025 calendar year.

Ryan Helle provided a summary of the PC-ARB annual report for 2025. The PC-ARB discussed the report with staff.
