II. Minutes – Regular meeting of 01/20/2026 Minutes were presented from the meeting on January 20th, 2026. Helen DiFate made a motion to approve the minutes as submitted. Susan Buse seconded the motion. The motion carried unanimously.

III. Open Forum (00:01:03) No members of the audience elected to participate in the Open Forum.

IV. Business Matters

NEW BUSINESS 1. 500 South Hanley Road – Plat Application – Lot Consolidation (00:01:42) Consideration of a request by Gordon Spring, Applicant, on behalf of Hanley Realty LLC, Owners, for review of a Minor Subdivision Plat to consolidate two lots.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The applicant shall provide a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after City Council approval; and 2. The applicant shall file the plat with the St. Louis County Recorder of Deeds office prior to application for construction or demolition permits for the property.

Gordon Spring, Applicant, was present on behalf of the project. PC-ARB discussed the application with the project representative. Helen DiFate made a motion to approve with the following conditions: 1. The applicant shall provide a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after City Council approval; and 2. The applicant shall file the plat with the St. Louis County Recorder of Deeds office prior to application for construction or demolition permits for the property. Susan Buse seconded the motion. The motion carried unanimously.

2. 8032 Venetian Drive – Architectural Review – Exterior Alterations (00:03:52) Consideration of a request by Rhiannon Pritchard, Applicant, on behalf of Carey and Patricia Widder, Owners, for review of design and materials of a new front yard retaining wall.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Carey Widder and Rhiannon Pritchard were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to approve as submitted. Susan Buse seconded the motion. The motion carried unanimously.

3. 121 S. Meramec – Site Plan Review – Mixed-Use Renovation (00:41:24) Consideration of a request by Kent Wagster, Applicant, on behalf of Clayton City Ventures LLC, Owner, for Site Plan review of renovation of the subject property into a mixed-use residential and commercial structure.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The streetscape plan is to be approved by Public Works prior to commencing installation activities. 2. Impacts of sidewalk closures and temporary pedestrian path requirements shall be evaluated by Public Works prior to issuing a Building Permit. 3. Vehicle access to the podium garage levels shall be limited to right-in right-out only per the recommendation of Public Works. 4. Occupancy of the commercial tenant spaces shall be achieved within six months of approval of residential occupancy for the development. 5. Both commercial tenant spaces shall have a primary entrance on the building exterior. 6. Both commercial spaces shall install signage compliant with Chapter 425 within one month of commercial occupancy. 7. A parking agreement providing access to a minimum of 80 spaces located within 500 feet walking distance of the property shall be maintained for the life of the project. 8. The plans shall be revised to include bike racks sufficient to accommodate at least six bikes. The bike racks shall be located either on the podium or within internal storage. Chris Cedergren and Kent Wagster were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to approve with the following conditions: 1. The streetscape plan is to be approved by Public Works prior to commencing installation activities.

2. Impacts of sidewalk closures and temporary pedestrian path requirements shall be evaluated by Public Works prior to issuing a Building Permit. 3. Public Works shall determine final vehicle access movements for the podium garage. 4. Occupancy of the commercial tenant spaces shall be achieved within six months of approval of residential occupancy for the development. 5. Both commercial spaces shall install signage compliant with Chapter 425 within one month of commercial occupancy. 6. A parking agreement providing access to a minimum of 80 spaces located within 500 feet walking distance of the property shall be maintained for the life of the project. 7. The fencing atop the entry stairs shall be revised to eliminate the existing right angle. Please see the PC-ARB discussion on 2-2-2026 for context. Susan Buse seconded the motion. The motion carried unanimously.

4. 121 S. Meramec – Architectural Review – New Mixed-Use (01:46:43) Consideration of a request by Kent Wagster, Applicant, on behalf of Clayton City Ventures LLC, Owner, for review of design and materials associated with renovation of the subject property.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Chris Cedergren and Kent Wagster were present on behalf of the application. The PC- ARB discussed the application with the project representatives. Helen DiFate made a motion to approve as submitted. Susan Buse seconded the motion. The motion carried unanimously.

5. 121 S. Meramec – Plat Application – Major Subdivision Plat (02:09:26) Consideration of a request by Kent Wagster, Applicant, on behalf of Clayton City Ventures LLC, Owner, for review of a major subdivision plat associated with renovation of the subject property.

Ryan Helle provided a summary of the staff report with a recommendation to continue the application to the PC-ARB meeting on February 17th. Chris Cedergren and Kent Wagster were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to approve with the following condition: 1. The revised plat showing the consolidation of the vacated alley shall be provided to staff prior to the City Council meeting. Susan Buse seconded the motion. The motion carried unanimously.
