II. Minutes – Regular meeting of 02/17/2026 Minutes were presented from the meeting on February 17th, 2026. Jim Arsenault made a motion to approve the minutes as submitted. Chris Brennan seconded the motion. The motion carried unanimously.
III. Open Forum No members of the audience elected to participate in the Open Forum.
IV. Business Matters
NEW BUSINESS 1. 6325 Clayton Road – Plat application – Boundary adjustment (00:02:34) Consideration of a request by William Clark, Applicant, on behalf of St. Marks Evangelical Lutheran Church, Owners, for review of a Boundary Adjustment plat.
Hobie Kropp provided a summary of the staff report with a recommendation to approve with the following conditions: 1. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements; and 2. That the applicant files the plat and easement with the St. Louis County Recorder of Deeds office within 30 days of approval of the boundary adjustment by the Plan Commission.
Trish Winchell and Joshua Stockstill were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Jim Arsenault made a motion to approve with the following recommendations: 1. That the applicant provides a mylar (with the surveyor’s signature and the property owner’s signature) for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements; and 2. That the applicant files the plat and easement with the St. Louis County Recorder of Deeds office within 30 days of approval of the boundary adjustment by the Plan Commission. 2. 141 North Brentwood Boulevard – Architectural Review – Fencing (00:08:05) Consideration of a request by Dan Elavsky, Applicant, on behalf of Lisa and Kevin Whitehead, Owners, for review of design and materials associated with new fencing in a front yard.
Hobie Kropp provided a summary of the staff report with a recommendation to approve as submitted. Mark Critchfield was present on behalf of the application. The PC-ARB discussed the application with the project representative. Jim Arsenault made a motion to continue the application to a future meeting date to be determined by the city and the applicant. Chris Brennan seconded the motion. The motion carried unanimously.
3. 224 North Bemiston Avenue – Site Plan Review – Residential Addition (00:35:38) Consideration of a request by Susan Bower, Applicant, on behalf of Randy Lipton, Owner, for site plan review of a new residential addition.
Hobie Kropp provided a summary of the staff report with a recommendation to approve with the following conditions: 1. The applicant shall include drainage area calculation as part of the building permit submission. These calculations shall identify existing and proposed drainage areas and include pre and post construction calculations for a 15-year 20-minute storm event. Should the calculations find any increase in runoff, the applicant shall be required to revise the plans to mitigate the potential increase in runoff and submit the revision to the Plan Commission for approval. 2. A revised landscape plan meeting the native species requirements shall be submitted as part of the building permit application. Susan Bauer, Wilson Waggoner, Lora Headrick, and Randy Lipton were present on behalf of the application. The PC-ARB discussed the application with the project representatives.
