1. Presentation on the use of generators.

Subject to a motion duly made in open session and a roll call vote pursuant to Section 610.022 the Board of Aldermen may also hold a closed meeting, with a closed vote and record for one or more of the reasons as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, negotiation of a contract pursuant to Section 610.021 (9)(12) RSMO., proprietary information pursuant to Section 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO.

PUBLIC HEARING

1. Resolution – Conditional Use Permit for a Short-term rental located at 7931 Forsyth Boulevard. (Res. No. 2025-29) * A public hearing and subsequent resolution to consider granting a Conditional Use Permit to Autenrieth Properties LLC, to allow for the use of short-term rentals.

CONSENT AGENDA

1. Minutes–October 14, 2025

2. Resolution–Amendment to the City Manager employment agreement. (Res. No. 2025-30) *An amendment to the agreement for removal of the residency requirement.

3. Resolution – Subscription agreement for Pension Administration Software. (Res. No. 2025-31). * Authorizing the City Manager to enter into a 5-year subscription agreement with Foster & Foster for pension administration software.

UNFINISHED BUSINESS 2 1. Ordinance – Establishing standards for addressing the Board of Aldermen, Plan Commission, and Architectural Review Board. (Bill No. 7098) * The proposed ordinance would establish standards and rules for public participation in meetings.

CITY MANAGER REPORT

1. Ordinance – Amendment to Schedule III Parking Restrictions of Title III relating to Parking Restrictions on Clayton Road. (Bill No. 7103) *As a result of St. Louis County roadway improvements staff recommends removal of time restricted parking areas along the north side of Clayton Road, from Big Bend to the city limits.

2. Ordinance – Amendment to the Non-Uniformed Employees Retirement Fund Plan. (Bill No. 7104) * amending the City of Clayton Non-Uniformed Employees' Pension Plan Pursuant to Chapter 19 of the Code of Ordinances of the City of Clayton, Missouri, relating to Personnel.
