1. Presentation by the Clayton Community Foundation (CCF)

Subject to a motion duly made in open session and a roll call vote pursuant to Section 610.022 the City Council may also hold a closed meeting, with a closed vote and record for one or more of the reasons as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, negotiation of a contract pursuant to Section 610.021(12) RSMO., proprietary information pursuant to Section 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. _______________________________________________________________________

III. OPEN FORUM This is the opportunity for the City Council to listen to comments from citizens concerning any matter of the city's business or any matter over which the City Council has control. Anyone wishing to address any aspect of a matter that is the subject of a public hearing scheduled for the same meeting shall confine any comments on that subject to the public hearing and not address that subject during an open forum. Each person addressing the City Council must complete and submit to the city clerk a speaker card containing the speaker's name, residential address and the subject upon which the speaker desires to speak. Each speaker is limited to three minutes to address the City Council during an open forum.

IV. PUBLIC HEARING

1. Ordinance – Lot consolidation plat for 224 and 228 N. Bemiston Avenue. (Bill No. 7117) * A public hearing to consider a minor consolidation plat for the consolidation of two parcels. 2. Ordinance – Subdivision plat for 304 N. Central Avenue. (Bill No. 7118) * A public hearing to consider approving a minor subdivision plat for the subdivision of one parcel. 3. Ordinance – An amendment to the Clayton Zoning Map and repealing and replacing Chapter 405, Articles XIX, XX, XXI, and XXII (Commercial and Service Zoning Districts), and Chapter 410, Articles V, XII-A, and XII-B (Overlay and Urban Design Districts), to Adopt a Unified Development Code Establishing Definitions, Regulations, and District Boundaries for Mixed-Use Zoning. (Bill. No. 7119) * A public hearing to consider proposed text amendment(s) to remove existing Downtown Overlay Districts, revision of existing base zoning districts, and reorganizing the base zoning into a Unified Development Code. V. CONSENT AGENDA All items within the Consent Agenda will be enacted by one motion of the City Council with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and will be considered separately.

Motion - Appointment to the Sustainability Advisory Committee. 5. Motion – Liquor License for Coury Concessions LLC dba Le Meridian Hotel.

VI. BUSINESS MATTERS

OLD BUSINESS – None

NEW BUSINESS

1. Ordinance – A contract for tornado tree pruning services. (Bill No. 7120) *The proposed ordinance will approve a contract with Timberline Professional Tree Care.

2. Ordinance – Establishing a Citizen Finance Committee. (Bill No. 7121) * The proposed ordinance would establish a Citizen Finance Committee to assist the City of Clayton in the development and communication of financial goals and strategies.

3. Ordinance – An amendment to Section 215.765, establishing permitted decibel levels for generators. (Bill No. 7122) * The proposed ordinance would establish a permitted decibel level for generator use.

4. Motion – St. Louis County Police Station Historic Marker request. * St. Louis County Police is requesting a sign to commemorate the headquarters for the St. Louis County Police Department in Clayton from 1955 – 1962.

VII. MEETING ADJOURNMENT The next regular meeting of the Clayton City Council will take place at 7:00 p.m. on Tuesday, January 13, 2026.
