III. OPEN FORUM This is the opportunity for the City Council to listen to comments from citizens concerning any matter of the city's business or any matter on which the City Council has control. Anyone wishing to address any aspect of a matter that is the subject of a public hearing scheduled for the same meeting shall confine any comments on that subject to the public hearing and not address that subject during an open forum. Each person addressing the City Council must complete and submit to the city clerk a speaker card containing the speaker's name, residential address and the subject upon which the speaker desires to speak. Each speaker is limited to three minutes to address the City Council during an open forum.
IV. PUBLIC HEARING
1. Ordinance – A subdivision plat for 111 & 121 South Meramec Avenue. (Bill No. 7135) * A public hearing and subsequent ordinance to consider approving a major subdivision plat for the boundary adjustment of two lots, including the relocation of an existing city alley. Both lots are zoned M-3 High-Density Mixed-Use District.
V. CONSENT AGENDA All items within the Consent Agenda will be enacted by one motion of the City Council with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and will be considered separately.
1. Minutes – February 24, 2026 2. Motion -Execution of purchase orders with Viking-Cives, Midwest Inc. for the replacement purchase of two dump trucks. 3. Motion – Liquor license for the Missouri Athletic Club, 7701 Forsyth Boulevard. 4. Motion – Appointment to the Board of Adjustment.

NEW BUSINESS
1. Resolution - Supporting Bird City designation. (Res. No. 2026–02)
2. Ordinance - Authorization of the Issuance of Taxable Industrial Revenue Bonds (121 South Meramec Project), Series 2026. (Bill No. 7136) * To consider a request from School Lot Development LLC to issue revenue bonds to fund the acquisition and renovation of the property at 121 South Meramec Avenue.
3. Ordinance - Authorization of a Parking Lease, Mutual Memorandum of Lapse and Termination, and Loading Dock Agreement for 121 S. Meramec Avenue. (Bill No. 7137) * To consider authorizing the City Manager to execute certain agreements.
4. Resolution - A parking ratio for renovation of 121 South Meramec Avenue as a mixed- use development. (Res. No. 2026-03) * To approve an application for a renovation of the property addressed 121 South Meramec Avenue as a mixed-use development with a parking ratio established by a parking study.
5. Ordinance - FY2026 non-represented salary range adjustments. (Bill No. 7138) * To adopt a 2.5% increase to non-represented salary ranges, effective April 1, 2026.
6. Ordinance – A contract with Byrne & Jones Sports Construction for the Lighting Replacement Project at Oak Knoll Park. (Bill No. 7139) * To consider approving a contract with Byrne & Jones Sports Construction in the amount of $430,660, plus a 5% contingency of $21,500 for the Lighting Replacement Project at Oak Knoll Park.
7. Ordinance – A contract with Byrne & Jones Sports Construction for replacement of the pool grates at the Shaw Park Aquatic Center. (Bill No. 7140) * To consider approving contract with Byrne & Jones Sports Construction in the amount of $93,700, plus a 5% contingency of $4,700 for the replacement of the pool grates at Shaw Park Aquatic Center.
8. Ordinance - A task order with Oates Associates, Inc. for the OMCI Stormwater Improvements Project. (Bill No. 7141)
9. Ordinance - Authorizing a Production Agreement with Contemporary Productions for the Sababa Jewish Arts & Culture Festival. (Bill No. 7142) *To consider approving a Production Agreement with Contemporary Productions to host the Sababa Jewish Arts & Culture Festival in downtown Clayton starting in October 2026.
VII. MEETING ADJOURNMENT The next regular meeting of the Clayton City Council will take place at 7:00 p.m. on Tuesday, March 24, 2026.
