1. Discussion on the Hanley House

Subject to a motion duly made in open session and a roll call vote pursuant to Section 610.022 the City Council may also hold a closed meeting, with a closed vote and record for one or more of the reasons as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, negotiation of a contract pursuant to Section 610.021(12) RSMO., proprietary information pursuant to Section 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. _______________________________________________________________________

III. OPEN FORUM This is the opportunity for the City Council to listen to comments from citizens concerning any matter of the city's business or any matter on which the City Council has control. Anyone wishing to address any aspect of a matter that is the subject of a public hearing scheduled for the same meeting shall confine any comments on that subject to the public hearing and not address that subject during an open forum. Each person addressing the City Council must complete and submit to the city clerk a speaker card containing the speaker's name, residential address and the subject upon which the speaker desires to speak. Each speaker is limited to three minutes to address the City Council during an open forum.

IV. PUBLIC HEARING

1. Resolution – A Conditional Use Permit for 16 N. Meramec Avenue, Mr. Myer’s Live and Vinyl Lounge (Res. No. 2026-04) * A public hearing and resolution to consider an application for a Conditional Use Permit submitted by Tracy Collins on behalf of Uplevel Industries, LLC for the operation of a bar and music lounge known as Mr. Myer’s Live & Vinyl Lounge.

V. CONSENT AGENDA All items within the Consent Agenda will be enacted by one motion of the City Council with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and will be considered separately.

1. Minutes – March 10, 2026 2. Resolution - Submittal of a MODOT Hazardous Moving Violation Enforcement Grant Application. (Res. No. 2026-05) 3. Resolution – A contract with Brightview Landscapes LLC for the Parks Landscaping Project. (Bill No. 2026-06) 4. Resolution – A contract with Monster Tree Service of St. Louis for the Tree Pruning and Removal Services Project for the City of Clayton’s parks. (Res. No. 2026-07) 2 VI. BUSINESS MATTERS

OLD BUSINESS

1. Ordinance - Authorization of the Issuance of Taxable Industrial Revenue Bonds (121 South Meramec Project), Series 2026. (Bill No. 7136) – 2nd Reading * To consider a request from School Lot Development LLC to issue revenue bonds to fund the acquisition and renovation of the property at 121 South Meramec Avenue for a 2nd reading.

NEW BUSINESS

1. Ordinance – An Intergovernmental agreement with Metropolitan Sewer District (MSD) for the Proposition S program. (Bill No. 7143) * To consider an agreement for Municipal Stormwater Grant participation with MSD for the funding of future stormwater improvement and erosion control projects.

2. Ordinance – A contract for the Community Development Block Grant (CDBG) Curb Ramps & Sidewalk Project. (Bill No. 7144) * To consider authorizing a contract with Kingsland Concrete Contractor, LLC in the amount of $62,580.00 plus a contingency of $6,200.00, totaling $68,780.00 for the 2025 CDBG Curb Ramps & Sidewalk Project.

3. Ordinance – A contract for Tree Planting Services FY 2026-2029 Project. (Bill No. 7145) * To consider authorizing a contract with Sunnyside Nursery Inc. in the amount of $308,050, plus a $10,000 contingency, for a total project authorization of $318,050.

4. Ordinance – A contract for the Lighting Replacement Project at Shaw Park Tennis Center. (Bill No. 7146) * To consider authorizing a contract with Musco Sports Lighting LLC in the amount of $460,000, plus a 10% contingency of $46,000 for the Lighting Replacement Project at Shaw Park Tennis Center, for a total of $506,000.

VII. MEETING ADJOURNMENT The next regular meeting of the Clayton City Council will take place at 7:00 p.m. on Tuesday, April 14, 2026.
