City Council In-Person and virtual Meeting January 27, 2026 7:00 p.m.
MINUTES
Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:
In person: Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Jeff Yorg, Kami Waldman, and Mayor Bridget McAndrew.
Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Assistant City Manager Burr.

A PUBLIC HEARING AND A RESOLUTION FOR A CONDITIONAL USE PERMIT FOR 7701 FORSYTH BOULEVARD, PRIVATE CLUB KNOWN AS MISSOURI ATHLETIC CLUB
Mayor McAndrew opened the public hearing and requested proof of publication.
City Manager Gipson reported that this is a public hearing to consider an application for a Conditional Use Permit submitted by Greg Gerber on behalf of Missouri Athletic Club for the operation of a private club with dining space, lounge, bar, meeting rooms, and a cigar lounge. The private club would be the third location of the Missouri Athletic Club and would occupy the space previously housing the St. Louis Club.
Greg Gerber, M.A.C. Director of Operations, and Chip Misch, M.A.C. General Manager and Chief Operating Officer addressed the Council to answer questions.
Mayor McAndrew closed the public hearing.
Motion made by Councilmember Buse to approve Resolution No. 2026-01, granting a Conditional Use Permit for 7701 Forsyth Boulevard, Missouri Athletic Club (M.A.C.). Councilmember Patel seconded.
The motion passed unanimously on a voice vote.

Motion made by Councilmember Buse to approve the consent agenda. Councilmember Patel seconded.
The motion passed on a roll call vote: Councilmember Buse – Aye; Councilmember Patel – Aye; Councilmember Feder – Aye; Councilmember Hummell – Aye; Councilmember Yorg – Aye; Councilmember Waldman – Aye; and Mayor McAndrew – Aye.
AN ORDINANCE AMENDING CHAPTER 405 ZONING REGULATIONS AND RESIDENTIAL ZONING DISTRICTS, CHAPTER 410 OVERLAY AND URBAN DESIGN ZONING DISTRICTS, AND CHAPTER 430 STORM WATER CONTROL REQUIREMENTS
City Manager Gipson reported that the City Council held a public hearing on January 13, 2026, to consider proposed changes to greenspace (lot coverage) and storm water regulations for residential property. Following the hearing and discussion, the Council made the following amendments to the proposed ordinance and completed a first reading.
