Meramec) ground breaking. • Municipal League Legislative Affairs Committee Meeting. • Chapman Plaza Ribbon cutting; Chapman Plaza Dedication. • Attended the St. Louis Business and Community Leaders Conference held at Bissinger’s Caramel Room. • CHS Homecoming – Awesome! • Mayors of Major Cities social event at the St. Charles Convention Center; participants were to ride the trolley, but unfortunately it was not working; recommend that Board visit the redeveloped area. • Attended the Better Together City-County Task Force Town Hall Discussion with Alderman Harris.
Motion was made by Alderman Harris that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Alderman Berkowitz seconded the motion.
Alderman Winings – Aye; Alderman Lintz – Aye; Alderman Berkowitz – Aye; Alderman Harris – Aye; and Mayor Sanger – Aye.
There being no further regular business the meeting was adjourned at 7:45 p.m.

A MOTION TO CONSIDER THE APPOINTMENTS OF THE CHAIR AND THE VICE CHAIR TO THE CHARTER ADVISORY TASK FORCE
City Manager Owens reported that Per Ordinance No. 6493 which established the Charter Advisory Task Force, Section 5, requires that the Board of Aldermen shall appoint a Chairman and Vice Chairman of the Charter Advisory Task Force, both of whom shall serve until the submission of the Task Force’s report to the Aldermen. Motion was made by Alderman Winings to approve the appointments of Cynthia Garnholz as Chairman and Mark Winings as Vice-Chairman to the Charter Advisory Task Force. Alderman Lintz seconded. The motion passed unanimously on a voice vote. Board of Aldermen Reports
City Manager Owens reported on the following: • Staff discovered stress cracks under the concrete of the Fire Department garage and he has authorized emergency repairs and will keep the Board updated on the progress. • He and Chief Murphy attended the Clayton School District Community Conversations on Regional Racial Tensions; there were approximately 165 people in attendance. Alderman Winings reported on the following: • The Charter Advisory Task Force met last week and he feels that they have a good group of citizens to represent the Task Force; two meetings have been scheduled for November. • Attended the Annual Old Town Clayton Meeting. Alderman Lintz reported on the following: • The Municipal League met last month and heard a presentation from Dr.

Alderman Lintz reported on the following: • The Municipal League met last month and heard a presentation from Dr. Mark Tranel, Director of the Public Policy Research Center at UM on a study on the cost of regional governments for St. Louis City and County versus Indianapolis as compared to the Better Together report. Alderman Berkowitz reported on the following: • Met with the residents of Wydown Forest to hear their concerns and issues regarding the MSD project; Moorlands property owners also concerned with property damage and is requesting the City’s help in resolving. • Parks & Recreation Commission met and was given a presentation and shown pictures of the proposed Ice Rink project; the Commission is working on agenda topics for the upcoming joint meeting with the BOA. • Participated in the ECDC tour of the facilities. • Chapman Plaza Dedication. • Blues Home Opener. • CHS Parade; thanks to Assistant Chief Mercurio for the fire truck. Alderman Harris reported on the following: • Better Together STL is holding several Town Hall Meetings to discuss their report. Mayor Sanger reported on the following: • Edward Jones (130 S. Bemiston) Ribbon Cutting. • Attended the Concordia Seminary First Responders’ event.
