Board of Aldermen City Hall – 10 N. Bemiston Avenue May 23, 2017 7:00 p.m. Minutes

Mayor Pro Tempore Winings called the meeting to order and requested a roll call. The following individuals were in attendance:

Aldermen: Joanne Boulton, Alex Berger, Rich Lintz, Ira Berkowitz, and Michelle Harris

Absent: Mayor Harold Sanger

Alderman Berger moved to approve the May 9, 2017 minutes. Alderman Boulton seconded. The motion to approve the minutes passed unanimously on a voice vote. PUBLIC REQUESTS AND PETITIONS

Justin Kretchert addressed the Board inquiring about a business license application (Gateway Bowl) that he submitted three to four weeks ago and had not received a response. City Manager Owens requested that he leave his contact information and staff would follow-up. (Note: staff followed up with Mr. Kretchert and it was determined that he had submitted the license application to St. Louis County and that the business would be located in unincorporated Florissant.)

RECOGNITIONS

Chief Murphy presented a life-saving award to Office Mike Talbot. On Friday, January 13, while off-duty, Officer Mike Talbott drove up on an incident on Highway 70 west of I-270, in which the passenger of a vehicle had collapsed in a ditch along the shoulder of the roadway. Officer Talbott quickly assessed the situation, retrieved first aid equipment from his personal vehicle and took over aid to the victim, who was not breathing and had no pulse.

On Friday, January 13, while off-duty, Officer Mike Talbott drove up on an incident on Highway 70 west of I-270, in which the passenger of a vehicle had collapsed in a ditch along the shoulder of the roadway. Officer Talbott quickly assessed the situation, retrieved first aid equipment from his personal vehicle and took over aid to the victim, who was not breathing and had no pulse. The victim had overdosed on heroin and had an obstructed airway. Officer Talbott cleared his airway and, with the arrival of other police officers, Narcan was administered. The victim was prepared for conveyance to a hospital when he came to from the reversing effects of the Narcan. He was conveyed to the hospital and was fully conscious and alert. City Manager Owens reported that the following nominations are before the Board tonight for consideration. City Plan Commission/ARB Ron Reim

Economic Development Advisory Committee

Section 2, the Board of Aldermen is hereby being presented with an annual report that outlines the City’s Plan Commission activities for the year 2016. During calendar year 2016, the Plan Commission/Architectural Review Board considered one hundred ten applications. The City’s Plan Commission reviewed five large-scale projects over several meetings including the Centene Clayton Campus Special Development District project, the Maryland School Townhouse project (ultimately withdrawn by the applicant), the Kol Rinah project on Maryland Avenue, the Apogee office building on Forsyth Boulevard and a revision to the Barton project (aka Vanguard) to increase the number of stories from 5 to 7. Several public hearings were conducted including adopting an ordinance governing trees and landscaping, rezoning and plan adoptions. In addition, five applications for conditional use permits were considered during 2016. The Commission also held discussions regarding issues such as the Sunshine Law and Special Development District Regulations. The Architectural Review Board considered the design and materials associated with several development projects, both residential and commercial. Mayor Pro Tempore Winings asked if a second joint meeting of the Board of Aldermen and the Plan Commission has been scheduled. Staff will follow up with the City Clerk. UPDATE ON THE STATUS OF ONGOING PROJECTS (CRAIGSLIST)

City Manager Owens provided an update the Board on significant projects that staff plans to complete in the next twelve months. The list of projects currently has more than 100 items and is organized by the staff member responsible for implementation. The projects included are in progress and completed projects are removed from the list.

In response to the Board’s questions:

2017 Resurfacing Projects - The Hillcrest Neighborhood is currently under construction; The Wydown Forest construction is expected to be complete by the end of the summer; MSD and American Water is working simultaneously to meet the completion deadline. Survey Results on the Body Cameras – The results showed that they are very supportive; the ratings were (1) public space cameras; (2) body cameras came in second; and (3) automatic license plate reader. Clayton Businesses – Gary Carter, Economic Developer, meets with the businesses on a regular basis. City Attorney Services related to Major Developments – currently undergoing with additional discussion. Other

Alderman Boulton reported on the following: - Parks & Recreation met today at the DeMun playground; Patty DeForrest and Justin Whipple attended with discussion on the alternatives for the Ash tree that is located on the property; 12-15 people in attendance; more productive; meeting again on May 25 for more discussion. - KUDOS to Susan Istenes and the Planning staff for a great report; good job! Alderman Berger reported on the following: - CRSWC met and received an update on the membership, the ongoing budget, and the auditor’s report; Amy Rubin is the new Vice-President, Todd Thomason is the new Secretary/Treasurer; they welcomed Ken Shapiro is the new citizen representative. - Attended the Board of Education Superintendent’s Cabinet luncheon last week.
