It records attendance, approval of prior meeting minutes, and consideration and adoption of several ordinances, including: a renewal user agreement with the St. Louis County Emergency Communications Commission for subscriber radios (Bill No. 6770, adopted as Ordinance No. 6631); an easement agreement with Missouri-American Water for work in Shaw Park (Bill No. 6771, adopted as Ordinance No. 6632); a maintenance agreement with the Metropolitan Sewer District for sewers under Shaw Park Field 7 (Bill No. 6772, adopted as Ordinance No. 6633); and discussion of renewal of an intergovernmental agreement to provide technology services to the City of Brentwood. Each ordinance was read by title and passed on roll call votes with the aldermen and mayor recorded as voting “Aye.”

Minutes

Mayor Harris called the meeting to order and requested a roll call. The following individuals were in attendance:

Aldermen: Mark Winings, Joanne Boulton, Richard Lintz, Ira Berkowitz, Bridget McAndrew, and Susan Buse.

Motion made by Alderman Lintz to approve the December 10, 2019 minutes. Alderman Boulton seconded.

Motion to approve the minutes passed unanimously on a voice vote.

AN ORDINANCE TO CONSIDER APPROVING AND AUTHORIZING A USER AGREEMENT WITH THE ST. LOUIS COUNTY EMERGENCY COMMUNICATIONS COMMISSION (ECC) FOR SUBSCRIBER RADIOS FOR AN INTEROPERABLE RADIO SYSTEM FOR THE CLAYTON PUBLIC SAFETY DEPARTMENTS

Interim City Manager Watson reported that the current agreement ends on December 31, 2019 and this is a renewal agreement that will run from January 1, 2020 through December 31, 2025.

Alderman Winings introduced Bill No. 6770, an ordinance to approve an agreement with St. Louis County ECC for the subscriber radio system to be read for the first time by title only. Alderman Boulton seconded.

City Attorney Karr reads Bill No. 6770, first reading, an Ordinance Authorizing a User Agreement with the St. Louis County Emergency Communications Commission for Subscriber Radios for an Interoperable Radio System for the Clayton Public Safety Departments by title only.

The motion passed unanimously on a voice vote.

AN ORDINANCE TO APPROVE AN EASEMENT AGREEMENT FOR CERTAIN IMPROVEMENTS TO THE MISSOURI-AMERICAN WATER SYSTEM IN SHAW PARK

Interim City Manager Watson reported that the proposed ordinance would approve an easement to be granted to the Missouri-American Water Company (“MO Water”) for the purpose of allowing them to build and maintain a replacement water pipe and other related appurtenances and improvements within Shaw Park.

Alderman Winings introduced Bill No. 6771, an ordinance to approve an easement agreement with Missouri American Water for the water system in Shaw Park to be read for the first time by title only. Alderman Boulton seconded.

AN ORDINANCE TO CONSIDER APPROVING A MAINTENANCE AGREEMENT WITH THE METROPOLITAN SEWER DISTRICT (MSD) FOR CERTAIN EXISTING SEWERS WHICH ARE PART OF THE METROPOLITAN SEWER DISTRICT’S SEWER AND STORMWATER SYSTEM IN SHAW PARK

Interim City Manager Watson reported that the ordinance would approve a maintenance agreement with the Metropolitan Sewer District (MSD) for certain sewers that are located under Field 7 in Shaw Park.

Alderman Winings introduced Bill No. 6772, an ordinance to approve a maintenance agreement with Metropolitan Sewer District for the stormwater system in Shaw Park to be read for the first time by title only. Alderman Boulton seconded.

City Attorney Karr reads Bill No. 6772, first reading, an Ordinance Approving a Maintenance Agreement with the Metropolitan Sewer District for Certain Existing Sewers Which are Part of the Metropolitan Sewer District’s Sewer and Stormwater System in Shaw Park in its Entirety, by title only.

AN ORDINANCE AUTHORIZING THE CITY MANAGER TO RENEW AN INTERGOVERNMENTAL AGREEMENT TO PROVIDE TECHNOLOGY SERVICES TO THE CITY OF BRENTWOOD

Interim City Manager Watson reported that this is a contract renewal for technology services to be provided by the City of Clayton to the City of Brentwood on a contractual basis. The original 3-year intergovernmental agreement expires on January 31, 2020.
