AN ORDINANCE TO CONSIDER REAPPOINTING CERTAIN BOARD OF DIRECTORS FOR THE 25 NORTH CENTRAL COMMUNITY IMPROVEMENT DISTRICT
City Manager Owens reported that the 25 North Central Community Improvement District (CID) for the property located at 25 N. Central Avenue is requesting the reappointment of certain Board members.
Alderman Winings introduced Bill No. 6673, an ordinance to approve the Board of Director reappointments to the 25 N. Central Avenue Community Improvement District to be read for the first time by title only. Alderman Boulton seconded. City Attorney O’Keefe reads Bill No. 6673, an Ordinance of the City of Clayton, Missouri, Approving the Appointment of Certain Successor Directors to the Board of Directors for the 25 North Central Community Improvement District for the first time by title only.
The motion passed unanimously on a voice vote.
Motion was made by Alderman Winings moves that the Board give unanimous consent to consideration for adoption of Bill No. 6673 on the day of its introduction. Alderman Boulton seconded.

Mayor Sanger called the meeting to order and requested a roll call. The following individuals were in attendance:
Aldermen: Mark Winings, Joanne Boulton, Rich Lintz, Ira Berkowitz, Michelle Harris, and Bridget McAndrew.

Alderman Lintz moved to approve the May 22, 2018. Alderman Boulton seconded.
The motion to approve the minutes passed unanimously on a voice vote.

A PUBLIC HEARING AND RESOLUTION TO APPROVE A CONDITIONAL USE PERMIT FOR 7676 FORSYTH BOULEVARD D/B/A WELLBRIDGE ATHLETIC CLUB & SPA
Mayor Sanger opened the public hearing and requested proof of publication.
City Manager Owens reported that this is a public hearing to consider an application for a Conditional Use Permit to allow the operation of a 40,000-square foot fitness center and spa. It will be located within a multi-tenant office building currently under construction, as part of Subdistrict 1 of Centene’s Clayton Campus located at the southeast corner of Forsyth Boulevard and Hanley Road.
Lauren Talley, Cushman Wakefield, addressed the Board to answer any questions.
Mayor Sanger closed the public hearing.
Motion was made by Alderman Winings to approve Resolution No. 18-10, granting a Conditional Use Permit for 7676 Forsyth Boulevard d/b/a Wellbridge Athletic Club and Spa. Alderman Boulton seconded.
The motion passed unanimously on a voice vote.

City Manager Owens reported that this is a public hearing to consider an application for a Conditional Use Permit to allow the operation of a 778-square foot, 16-seat restaurant/coffee shop located on the first floor of a multi-tenant office building, at 222 South Meramec Avenue, to be known as the Drunken Bean.
Mayor Sanger closed the public hearing.
Motion was made by Alderman Winings to approve Resolution NO. 18-11, granting a Conditional Use Permit for 222 S. Meramec Avenue d/b/a Drunken Bean, LLC. Alderman Boulton seconded.
The motion passed unanimously on a voice vote.
AN ORDINANCE TO CONSIDER READOPTING THE CITY’S INDEMNIFICATION POLICY
City Manager Owens reported that since at least 1985 the City of Clayton has had a policy to indemnify City officials and employees against personal financial risk arising from the performance of their public duties. Such a policy is both commonplace and important for local governments across the state because it allows public officials to exercise their judgment based solely on the interests of the public without the need to modulate or influence that judgment by personal or family concerns. Staff has reviewed the policy and conferred with the City’s insurance and liability consulting resources to update the policy wording while maintaining the essential purposes and parameters of the original enactment. In addition, we recommend adding the policy to the City Code as specified in the attached Bill. Such an addition is in keeping with the statutory and Code.

• Sustainability Committee - Acknowledged Cindy Mense, Sustainability Committee, was in the audience. - Nine restaurants have joined the Green Dining Alliance; suggested that the City acknowledge the restaurants in the newsletter. - Suggested to update the City’s website with regard to sustainability. - Proposed to include an article in the newsletter on acceptable recyclable materials.
Participated in an architectural tour in Chicago, recommended it to the Board.
Alderman Harris reported on the following: • The Municipal League of St. Louis County is celebrating 100 years; six cities original to forming the League was Clayton, University City, Kirkwood, Webster Groves, Ferguson, and Maplewood. Each city was recognized and received an award.
Mayor Sanger reported on the following: • Parties in the Park • Toured the Lincoln Museum in Springfield, Illinois – recommended it to the Board. • Midwest Bank Ribbon Cutting • Music and Wine Festival • Restaurant Week scheduled for July • Received a letter to the Board from Trailnet – noted that Cindy Mense is the Driector of Programs for Trailnet.
There being no further regular business the meeting was adjourned at 7:40 p.m.
