Board of Aldermen Virtual Zoom Meeting October 27, 2020 7:04 p.m.
Minutes
NOTE: In accord with the provisions of Section 610.015, RSMo., and multiple declarations of emergency at every level of government, and the prohibition of large gatherings due to the Coronavirus pandemic, normal requirements for voting in the Board meeting were suspended. Accordingly, votes were taken as if all Board members were physically present and in attendance at the meeting.
Mayor Harris called the meeting to order and requested a roll call.
The following individuals attended the meeting by videoconferencing at all times unless otherwise noted.
Aldermen: Joanne Boulton, Rich Lintz, Ira Berkowitz, Bridget McAndrew, Susan Buse, Dan Sokol, and Mayor Michelle Harris

Motion made by Alderman Berkowitz to approve the October 13, 2020 minutes. Alderman Lintz seconded.
Motion to approve the minutes passed unanimously on a voice vote.

Motion made by Aldermen Boulton to approve the 2021 Board of Aldermen Meeting Dates. Alderman Lintz seconded.
The motion passed unanimously on a voice vote.

Mayor Harris reported the following: • Read the following statement: “As mayor, it is my job to take care of everyone in our city. Therefore, I wanted to communicate some facts about Amendment 3, which will be on the ballot this November. This amendment proposes to use citizen voting age population instead of total population as the basis for redistricting. If passed, it would leave people younger than 18 out of the count used to establish districts for House and Senate seats. This would leave places with significant populations of children with reduced representation. The effect would be to leave out roughly 25% of the population in St. Louis County and about 15% of the population of Clayton specifically, under-representing important parts of our community. In addition, Amendment 3 would make Missouri the first state in the nation to exclude children and non-residents from the map-making process. In an effort to represent everyone in our community I wanted highlight this information."
• Community Equity Commission (CEC) recommendation for a revision to the City’s Mission Statement. • Municipal Parks Grant approval – Kudos to Patty DeForrest and staff.

• Mayor’s Youth Advisory Council (MYAC) – group met last week and chose to do a documentary (via videos, social media, website, and interviews, etc.) on the pandemic and how Clayton responded to it. • Commemorative Landscape Task Force – meeting tomorrow; past meetings included a history presentation by Sarah Umlauf; future presentation by Esley Hamilton, St. Louis County historic preservationist; and Meredith McKinley of VIA Partnership.
Alderman Boulton reported on the following: • CEC Law Enforcement Subcommittee met today and discussed the traffic stop reports.
Alderman McAndrew reported on the following: • Clayton Community Foundation (CCF) met recently and approved the 2021 Budget; new members were added to the board.
Alderman Buse reported on the following: • Sustainability Committee met last week; a representative from Republic Waste provided a PPT© presentation on the general waste and recycling services.
Alderman Sokol reported on the following: • Sustainability Committee – Republic Waste reported that the cost of collection has increased with recoverables decreasing; they noted that Republic will be seeking an increase in their fees in the future; one of their main challenges is the contaminants of recyclables (plastic bags and food waste).
Alderman Lintz reported on the following: • Plan Commission/ARB – approved Residence Inn’s resubmission of their hotel plans; Akar Restaurant submitted plans for a permanent awning/tent over the outdoor patio – the Commission was not favorable to the idea.
Motion made by Alderman Sokol that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Alderman McAndrew seconded the motion.
The motion passed on a roll call vote: Alderman Boulton – Aye; Alderman Lintz – Aye; Alderman McAndrew – Aye; Alderman Buse – Aye; Alderman Sokol – Aye; and Mayor Harris – Aye.
There being no further regular business the meeting adjourned at 8:10 p.m.
