This document is the minutes of the City of Clayton Board of Aldermen meeting held December 17, 2019. It records attendance, approval of prior meeting minutes, and consideration and adoption of several ordinances, including: a renewal user agreement with the St. Louis County Emergency Communications Commission for subscriber radios (Bill No. 6770, adopted as Ordinance No. 6631); an easement agreement with Missouri-American Water for work in Shaw Park (Bill No. 6771, adopted as Ordinance No. 6632); a maintenance agreement with the Metropolitan Sewer District for sewers under Shaw Park Field 7 (Bill No. 6772, adopted as Ordinance No. 6633); and discussion of renewal of an intergovernmental agreement to provide technology services to the City of Brentwood. Each ordinance was read by title and passed on roll call votes with the aldermen and mayor recorded as voting “Aye.”

AN ORDINANCE TO CONSIDER APPROVING A MAINTENANCE AGREEMENT WITH THE METROPOLITAN SEWER DISTRICT (MSD) FOR CERTAIN EXISTING SEWERS WHICH ARE PART OF THE METROPOLITAN SEWER DISTRICT’S SEWER AND STORMWATER SYSTEM IN SHAW PARK

Interim City Manager Watson reported that the ordinance would approve a maintenance agreement with the Metropolitan Sewer District (MSD) for certain sewers that are located under Field 7 in Shaw Park.

Alderman Winings introduced Bill No. 6772, an ordinance to approve a maintenance agreement with Metropolitan Sewer District for the stormwater system in Shaw Park to be read for the first time by title only. Alderman Boulton seconded.

Interim City Manager Watson reported that this is a contract renewal for technology services to be provided by the City of Clayton to the City of Brentwood on a contractual basis. The original 3-year intergovernmental agreement expires on January 31, 2020.

Mayor Harris called the meeting to order and requested a roll call. The following individuals were in attendance:

Aldermen: Mark Winings, Joanne Boulton, Richard Lintz, Ira Berkowitz, Bridget McAndrew, and Susan Buse.

Motion made by Alderman Lintz to approve the December 10, 2019 minutes. Alderman Boulton seconded.

AN ORDINANCE TO CONSIDER APPROVING AND AUTHORIZING A USER AGREEMENT WITH THE ST. LOUIS COUNTY EMERGENCY COMMUNICATIONS COMMISSION (ECC) FOR SUBSCRIBER RADIOS FOR AN INTEROPERABLE RADIO SYSTEM FOR THE CLAYTON PUBLIC SAFETY DEPARTMENTS

Interim City Manager Watson reported that the current agreement ends on December 31, 2019 and this is a renewal agreement that will run from January 1, 2020 through December 31, 2025.

Alderman Winings introduced Bill No. 6770, an ordinance to approve an agreement with St. Louis County ECC for the subscriber radio system to be read for the first time by title only. Alderman Boulton seconded.

AN ORDINANCE TO APPROVE AN EASEMENT AGREEMENT FOR CERTAIN IMPROVEMENTS TO THE MISSOURI-AMERICAN WATER SYSTEM IN SHAW PARK

Interim City Manager Watson reported that the proposed ordinance would approve an easement to be granted to the Missouri-American Water Company (“MO Water”) for the purpose of allowing them to build and maintain a replacement water pipe and other related appurtenances and improvements within Shaw Park.

PRESENTATION - INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL ACCREDITATION AND ECONOMIC DEVELOPMENT STRATEGIC PLAN

Interim City Manager Watson reported that the City of Clayton has a history of seeking to provide the best and most efficient services as possible. Included in this history is a target of national accreditation for each area of the City where available. To date the Police Department and the Parks and Recreation Department have achieved and maintained national accreditation. Currently, the Public Works department is pursuing accreditation and the departments of Planning and Development and Fire have future plans to pursue accreditation. The City is now pursuing accreditation through the International Economic Development Council’s (IEDC) Accredited Economic Development Organization (AEDO) Program. She noted that the IECD has approximately 5,000 individual members of which only 1,110 are Certified Economic Developers (CEcD) and Clayton is fortunate to have a director, Gary Carter, with this certification.

Gary Carter, Director of Economic Development, addressed the Board providing a PowerPoint© presentation (copy available in the City Clerk’s office) and reported that the IEDC is a non-profit, non-partisan membership organization serving economic developers. With more than 5,000 members, IEDC is the largest organization of its kind. Its mission is to provide leadership and

excellence in economic development for their communities, members, and partners. Their core values are as follows: • Social responsibility and a dedication to building healthy, just, and competitive communities • Creation of wealth for individuals, businesses, and communities • Advancement of both the economic development profession and professional • Cooperation and collaboration • Diversity, tolerance, and equity

The IEDC certifies both organizations and individuals. Organizations receive a thorough, peer- review of internal and external operations, structures, and procedures. There are approximately 64 organizations recognized as an Accredited Economic Development Organization. Locally, the City of St. Charles Economic Development Department and the St. Louis Economic Development Partnership are certified organizations.

Motion made by Alderman Buse that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Alderman McAndrew seconded the motion.
