Board of Aldermen City Hall – 10 N. Bemiston Avenue November 8, 2016 7:05 p.m.
Minutes
Mayor Sanger called the meeting to order and requested a roll call. The following individuals were in attendance:
Aldermen: Cynthia Garnholz, Mark Winings, Joanne Boulton, Alex Berger, Rich Lintz, and Ira Berkowitz.

Alderman Boulton moved to approve the October 25, 2016. Alderman Winings seconded.
The motion to approve the minutes passed unanimously on a voice vote.
PUBLIC REQUESTS AND PETITIONS
A MOTION TO APPROVE A LIQUOR LICENSE FOR MAYANA MEXICAN KITCHEN LOCATED AT 7810 FORSYTH BOULEVARD
City Manager Owens reported the drink, except Sundays, at 7810 Forsyth Boulevard.
The Police Department has completed its review of the application and supports the issuance of the requested license. The Planning and Development department has also approved the application with no objections.
The applicant has chosen not to submit a petition from surrounding property owners and first floor tenants. As a result, they are aware that this application must have a super majority vote of five Board members in order to be approved. Staff has requested that a representative be in attendance at the meeting.
Staff recommends passing a motion to approve the liquor license to sell all kinds of intoxicating liquor at retail by the drink, except Sundays.
Alexander Rodriquez, owner, was in attendance to answer any questions.
Alderman Garnholz moved to approve a liquor license for Mayana Mexican Kitchen located at 7810 Forsyth Boulevard. Alderman Winings seconded.

Municipal League of Metro St. Louis - met October 27th and approved a motion as follows: “That the Municipal League of Metro St. Louis continue discussions as to the possibility of reentry of St. Louis City to St. Louis County, with the express understanding that there is no approval or rejection of that possibility, and that such discussions involve St. Louis City, St. Louis County, its municipalities, and other relevant parties.” Municipal Judge Training Seminar – held November 4; informed the Board of some changes to Senate Bill 5,SB572, Rule 37 that the City should be aware of: - Municipal divisions shall be operated in a manner that upholds the constitutional principles of separation of powers and the integrity of the judiciary as a separate and independent brand of government - Clerks of court and other nonjudicial personnel do not perform any functions which constitute an actual or apparent conflict of interest with the impartial performance of their judicial duties. Work performed on behalf of law enforcement or the prosecuting attorney is one example of a clear and actual conflict of interest. - Municipal division facility’s exterior and interior signage, design, functionality, and other factors convey an appearance to the public that it is a separate and independent branch of government. - Municipal division maintains a clerk’s office that is open and accessible to the public at least 30 hours per week during regular business hours for the purpose of paying fines and providing information.
Alderman Winings reported on the following: Parks & Recreation Commission – outdoor pool season had 87,000 visitors, which is consistent with past years at an average $20 per person per year; membership sales (pool and Center) are down; the Commission disussed the new timeline for the ice reink construction. Clayton Century Foundation – elected six new directors; inquired as to the Board to consider adding previously discussed projects to the master list.
Alderman Boulton reported on the following: Plan Commission/ARB – approved a conditional use permit for Kol Rinah. They are doing an extensive renovation to their building; reviewed conceptual plans for Regions Bank property (old 5th Third Bank site); reviewed acceptable driveway materials.
Alderman Berger reported that the CRSWC Finance Committee met.
Alderman Lintz reported on the following: Ward 1 Sip n Tell neighborhood meeting, hosted by Dr. and Mrs. Dale Meyer at Concordia Seminary; approximately 11 people attended. He stated that no one was interested in discussing the subject on public/private partnership. Ward 1 included a one-page citizen flyer in the current CityViews which they felt was an efficient way to inform the citizens and plan on including it again in future issues.
Alderman Berkowitz reported on the following: Clayton Century Foundation – adding to Alderman Winings’ report he stated that they are considering forming an emeritus group for consulting purposes and to stay involved; volunteers are needed for the Heritage Center. Ward 2 Coffee at Starbucks – lots of participation with lively discussion.

Mayor Sanger reported on the following: Chapman Plaza Dedication – awesome event! Attended the World Affairs Council - Humanitarian of the Year Awards Ceremony, October 27. He was the judge for the best costumes at the Halloween at City Hall event – judge for the costumes, October 28 – good turn out! Chamber of Commerce Leadership Clayton, November 1 – great group of participants! Mayor’s Youth Advisory Council met November 2. The Crescent meeting was held November 3. Attended the Washington University Founder’s Day event on November 5. Attended the Ward 2 Coffee. Claytonian meeting will be held November 9.
Alderman Berkowitz moved that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Alderman Lintz seconded the motion.
